The Workshop “Reform of TVET Policy in the period of 2016 – 2025”

In the morning of June 16th 2016, in Hanoi, General Department of Vocational Training (GDVT) organized the Workshop “Reform of TVET Policy in the period of 2016-2025” with the aim to discuss contents and propose opinions on reform, development of TVET sector in the period of 2016-2025 within the framework of the Technical Assistance Project in preparation for the Project “Skills and Knowledge for Inclusive Economic Growth Program” which will be funded by ADB from 2017. Participants of the Workshop include representatives of ADB, GIZ;



In the morning of June 16th 2016, in Hanoi, General Department of Vocational Training (GDVT) organized the Workshop “Reform of TVET Policy in the period of 2016-2025” with the aim to discuss contents and propose opinions on reform, development of TVET sector in the period of 2016-2025 within the framework of the Technical Assistance Project in preparation for the Project “Skills and Knowledge for Inclusive Economic Growth Program” which will be funded by ADB from 2017. Participants of the Workshop include representatives of ADB, GIZ; representatives of Ministry of Industry and Trade, Ministry of Culture, Sports and Tourism, vocational colleges supported by the project; Dr. Nguyen Hong Minh – Director of GDVT; Ms. Mai Thuy Nga – Deputy Director of GDVT and representatives of subordinated Departments, units of GDVT.

           

            During past years, the Party and State have paid special attention to development of the vocational training system to provide high-quality workforce for the cause of industrialization, modernization until 2020 and with orientation to 2030. One among radical reforms is that Vietnam National Assembly has adopted Law on TVET with dual objectives: Adjust, supplement some regulations of TVET Law (2006) which are no longer suitable to the practice at micro and macro levels; also approach to reform of training and education, technology towards orientation of the market and international integration. This requires new policies on vocational training, in line with condition and situation of socioeconomic development.      

                                                        

      Delivering the opening speech at the Workshop, Ms. Mai Thuy Nga, Deputy Director of GDVT highlighted that: In the current context, reform and development of the vocational training system is the urgent need and requires significant resources. Besides domestic resources, Vietnam also needs international resources, especially from donors like ADB. Projects which are provided with ODA and concessional loans by ADB during past time bring in efficiency for Vietnam’s vocational training system, such as: the TVET project with the aim to orient, pave the way, reform Vietnam’s vocational training system, improve training quality of 15 focal schools; the project of demand-driven vocational training to reduce poverty in the Mekong Delta region (JFPR- Japanese Fund for Poverty Reduction), the project of strengthening occupational skills, upgrading the vocational training system, and developing model (15 focal schools) to provide high-quality workforce with relevance to the labor market and enterprises; With the mission to serve development of its member states, ADB understands well position, importance of vocational training towards socioeconomic development and international integration in Vietnam. Therefore, ADB further commits to support the project “Skills and Knowledge for Inclusive Economic Growth Program”, with the aim to develop the mechanisms, policies on reform and development of TVET sector; contribute to sustainable economic growth, improved competitiveness of Vietnamese workforce in the labor market, meet requirements of industrialization, modernization and international integration in next ten years (2016-2025).

                                                      

         Delivering the introductory speech at the Workshop, Mr. Wolfgang Kubizki, the senior expert of ADB stated that: The reality shows that workforce will have significant shift from agricultural sector to other sectors. This requires the Government to have policy and organize vocational training for workers so that they have new skills when entering into the labor market. Accordingly, it needs to have a policy framework, a general operational mechanism for vocational training activity. Being aware of this issue, ADB further commits to support Vietnam in developing training policy, skills development program. During the study process, ADB preliminarily delivered 15 groups of policy with respect to strengthening, developing the policy framework, establishing the modern, high-quality vocational training system, elaborating policies on linkage of VTIs and enterprises, etc through various projects, and identified well tasks, fields for the roadmap. ADB would like to consult and receive feedbacks at the Workshop in order to improve the groups of policy in the most efficient and effective manner.  

            At the Workshop, experts of ADB and GDVT presented the preliminary design and monitoring framework of the project, new contents in TVET Law, guidelines, policies on vocational training development in Vietnam and proposal on reform of TVET policy in the period of 2016-2025. Opinions delivered at the Workshop agree that development and reform of vocational training in the current period is necessary, requires participation of various levels, sectors. Policy proposals of ADB are rational, suitable to Vietnam’s conditions.
