Directorate of Vocational Education and Training Collaborates with UNDP Delegation

Dr. Pham Vu Quoc Binh, Deputy Director General of the Directorate of Vocational Education and Training (DVET), convened a meeting with a delegation from the United Nations Development Programme (UNDP) on July 20, 2023. Led by Mr. Dao Xuan Lai, Head of the Department of Climate Change and Environment, the UNDP delegation engaged in discussions with Deputy Director General Pham Vu Quoc Binh.

During the meeting, Deputy Director General Pham Vu Quoc Binh provided an overview of Viet Nam's vocational education system, highlighting the importance of the program supporting the "equitable" implementation outlined in the JETP Declaration in Viet Nam. Following the issuance of the Political Declaration on establishing a Just Energy Transition Partnership between Viet Nam and Development Partners (JETP) on December 14, 2022, by the Prime Minister of Viet Nam in Brussels, Viet Nam established a Secretariat to implement the Political Declaration. The Minister of Natural Resources and Environment heads the department, with other ministries and branches participating in management.

Deputy Director General Pham Vu Quoc Binh also addressed two pressing issues that Viet Nam must address: forecasting technological changes and predicting human resource training in response to these changes. VET expressed its desire for UNDP's support in implementing these forecasts, suggesting the clarification of project design contents and active information exchange with other foreign donor partners to avoid redundancy. VET also requested UNDP's support in developing a national vocational skills council. Additionally, both sides need to concentrate on developing training and retraining programs, aiming to establish a specialized renewable energy center in Viet Nam to share expertise and support skills development.

After exchanging views, Mr. Dao Xuan Lai, UNDP representative, pledged to coordinate experts to support VET in developing projects related to energy transition, vocational training, and labor mobility. For skills forecasting, UNDP proposed developing a comprehensive assessment report as a prerequisite for forecasting. Moreover, Mr. Dao Xuan Lai suggested that UNDP would develop a general project logic framework as a basis for both sides to refine program proposals.
