Workshop “Sharing experiences and results of Phase-1 partnership with the British Council on the construction and development of quality assurance system”

During 2 days 21-22 April 2016, at Vocational College No. 20 - Ministry of National Defence (Nam Dinh), the General Directorate of Vocational Training (Vietnam Vocational Training Accreditation Agency) in collaboration with the British Council in Vietnam held a conference on “Sharing experiences and results of Phase-1 partnership with the British Council on the construction and development of quality assurance system of vocational training”. Attending and chairing over the workshop were Dr. Cao Van Sam, Deputy Director General of the General Directorate of Vocational Training, Dr. Pham Vu Quoc Binh, Director of Vietnam Vocational Training Accreditation Agency; representatives of the governing body of the school involved in cooperation included Dr. Chu Minh Hong, Major General - Deputy Director of the School Department - Ministry of National Defence; Ms. Nguyen Phuong Chi , official from British Council in Vietnam, leaders of 9 new schools that involve in Phase-2 cooperation, representatives from the schools that cooperated in Phase 1 and officials and staff from Vietnam Vocational Training Accreditation Agency.
The workshop was an activity within phase 2 of the partnership program on “Construction and development of quality assurance system of vocational training in a number of schools invested into high-quality schools”. The workshop purposed to help new schools cooperating in Phase 2 exchange experiences and results of Phase-1 cooperation, understand the direction and guidance from the General Directorate of Vocational Training, British Council Vietnam to helps the schools identify the objectives, content and cooperation planning with partner schools from the UK, prepare for the conditions to implement cooperation program effectively.

Speaking at the workshop Dr. Cao Van Sam emphasized, the UK has developed an advanced industry at a very early stage that implies a high-quality human resource deriving from a good education system, so the country has many experiences in quality assurance of vocational training. This partnership program is a valuable opportunity for Vietnam vocational colleges to learn experience in school administration, construction and development of quality assurance system in which enhancing capacity for the staff and teachers is the foremost opportunity. Dr. Cao Van Sam also said that the partnership program will lay the foundation for long-term cooperation between Vietnam and UK's schools in training cooperation (transfer of skills training according to British standards) and recognition of qualifications in accordance with British standards and attract more students to study in the schools not only local students but also students from other countries.
The workshop participants were very enthusiastic to share the results and experiences in implementing partnership program (on the day before the workshop, the quality assurance tool “evaluation form of learning result of students” developed by the schools from the North, applied effectively and highly rated by foreign businesses was sent to the workshop for the purpose of sharing). The new schools participating in Phase 2 also actively learned experiences from former schools and the instructions from Vietnam Vocational Training Accreditation Agency and the British Council, actively asked questions and involved in group discussions to propose the implementation plan of the school cluster in the coming period. Therefore, the workshop has shown the significance to new vocational colleges helping the schools become more confident and pro-active before implementing the activities of the partnership program.

Delivering the conclusive statement at workshop, Dr. Pham Vu Quoc Binh thanked the School Department of the Ministry of National Defence and the workshop participants for their attention. That has indicated the interest and needs of the schools, participants in sharing the experiences and results of partnership program with a high sense of responsibility. Dr. Pham Vu Quoc Binh suggested nine new schools to focus on implementing a number of tasks: Develop the plan for construction of quality assurance system of the school; Identify common objectives of each school cluster as assigned as well as objectives of individual schools; Proactively allocate human and financial resources to implement the partnership program; Prepare the content, clear objectives before embarking on the study tour in the UK; Report to governing bodies the school-level contents, programs, projects and mobilize  resources to build the quality assurance system.
Sharing experiences and results of cooperation in the construction and development of the quality assurance system of vocational training is a practical and useful activity, hopefully through these workshops the results will be disseminated and replicated to other vocational colleges in the upcoming period. /.
