On May 4, 2023, on behalf of the Secretariat, Ms. Truong Thi Mai, Political Bureau member, Permanent Secretary of the Secretariat signed and promulgated Directive No. 21-CT/TW on continuing to innovate, develop and improve the quality of vocational education by 2030, with a vision to 2045.
The directive clearly states that, in recent years, vocational education has always been the main focus, led and directed by the Party and the Government, achieving many important results. The vocational education system is formed in an open, interconnected way, suitable for countries around the world. The network of vocational education institutions develops strongly... The proportion of trained workers with degrees and certificates; the rate of laborers having jobs suitable with their vocational skills and training levels increases; many students are award-winners in regional and world skills competitions...
The results of vocational education have made an important contribution to the formation of a skilled workforce, building a modern and powerful working class and farmers for socio-economic development and for the industrialization and modernization of the country.
However, the Secretariat also pointed out that the scale of vocational education is rather small; the structure of industries, occupations and training levels are not appropriate; The quality and effectiveness of training are not high, especially the training of high-quality human resources, new occupations, and advanced skills. Policies and laws are not keeping up with practical requirements; investment resources for vocational education development are not commensurate. State management capacity, especially in the locality, is still limited.
The connection between the State – the institutions – the businesses is not close. Training forms and methods are not up-to-date, diversified and flexible to promptly meet the needs of the labor market; retraining and regular training for employees has not been a focus, hence lack of opportunities and encouragement for workers to participate in lifelong learning.
In order to continue to innovate, develop and improve the quality of vocational education until 2030, with a vision to 2045, It is important to create breakthroughs in human resource development, especially high-quality human resources with vocational skills that meet the requirements of accelerating industrialization and modernization of the country and international integration in the spirit of the Resolution of the 13th National Congress, the Secretariat requested all levels of the Party committees, organizations, authorities, and The Vietnamese Fatherland Front focus on leading, directing and effectively implementing a number of important goals, tasks and solutions:
First, the goal is to attract 50 - 55% of high school students to the vocational education system by 2030; retraining, regular training for about 50% of the workforce; there are about 90 high-quality vocational education institutions, of which a number of vocational education institutions perform the function of national centers and regional centers; a number of vocational education institutions approach the level of ASEAN-4, G20 countries; there are about 200 key industries and occupations, of which there are 15-20 industries with outstanding competitiveness in the ASEAN region and the world. By 2045, meeting the demand for highly skilled human resources of developed countries, reaching the world's advanced level.
Second, promoting propaganda, education, raising awareness and responsibility among officials and party members, especially leaders, managers of agencies, organizations and businesses about renovating and developing vocational education is a great and consistent policy of the Party and the Government; is an important, regular and long-term task; affirming the position, role and importance of vocational education in socio-economic development, contributing to creating sustainable jobs for workers and the young generation. At the same time, creating a strong change in the awareness of learners, families and society about the meaning of vocational training and vocational skills in accessing jobs, raising incomes and lifelong learning opportunities. Mobilizing the participation of society in the implementation of vocational education goals, tasks and solutions, contributing to the successful implementation of strategic breakthroughs in human resource development, especially high-quality human resources.
Third, review, supplement and perfect the system of policies and laws on vocational education, ensuring association with the labor market in the direction of openness, connectivity, modernity, integration and adaptation. Strengthen career guidance in general education, well implement the streamlining, increase the percentage of post-secondary students entering vocational education; conducting both vocational training and cultural instruction at vocational education institutions, so that students can graduate with both high school diplomas and quality vocational degrees, and have conditions to participate in the labor market and opportunities to continue learning and improve qualifications; adopt policies to encourage good and good students to enter the vocational education system.

Seven, improve the effectiveness of linkage and cooperation in vocational education between the State - Institutions - businesses. Encourage businesses to participate in vocational education from enrollment and training to use and establishment of practice facilities at vocational education institutions. Eigh, strengthening resources, prioritizing the state budget for vocational education in the total state budget expenditure on education and training commensurate with the position and role of vocational education, especially for vocational training. create high-quality human resources, key and spearhead industries and occupations. Quickly change the mechanism of budget allocation to ordering and assigning tasks to improve the operational efficiency of vocational education institutions. Promote socialization and public-private cooperation in order to effectively mobilize and use many resources for vocational education development, especially in sectors, fields and areas where the non-public sector can join. Ensure equal policies for public and non-public vocational education institutions.

Nine, proactively and actively integrate internationally in vocational education; strengthen the exchange of information, experience, cooperation in training, experts, teachers and learners with other countries. The Government Party Committee leads the development of a plan to implement the Directive; review and finalize sub-law documents, mechanisms and policies on vocational education; regularly monitor, check and evaluate the implementation situation; summarizing the pilot program of training according to the sets of programs transferred from developed countries; strengthen the coordination among ministries, branches, localities and enterprises in the implementation of the Directive.
The Vietnam Fatherland Front and organizations at all levels step up the work of mobilizing people, members and union members to actively implement and supervise the implementation of the Directive.
The CPV Central Committee’s Publicity and Education Commission shall assume the prime responsibility for, and coordinate with the Party Personnel Committee of the Ministry of Labor, Invalids and Social Affairs and relevant agencies in organizing the implementation of the Directive; propagandize, guide, inspect, urge and periodically review and report to the Secretariat the results of the implementation of the Directive.
