Steering Committee Meeting on Project “Applying the G20 Training Strategy: The cooperation between ILO and Russian Federation”

On July 25th, in Hanoi, Directorate of Vocational Education and Training held a Steering Committee Meeting on Project “Applying the G20 Training Strategy: The cooperation between ILO and Russian Federation”. There are leaders and officials from governmental bodies of Vietnam attended the meeting: Mr. Truong Anh Dung, Deputy General Director of Directorate of Vocational Education and Training; representatives from departments and divisions of the Directorate; Department of Employment, Ministry of Labour, Invalids and Social Affairs; Department of Training, Ministry of Culture - Sports and Tourism; Department of Economics and rural development cooperation, Ministry of Agriculture and Rural Development; Bureau of Employer Activities, VCCI; Vietnam Cooperative Alliance; Mr. Cezar Graguntan, Senior Mentor for G20 Project; representative from ILO Hanoi Office.

In the meeting, Mr. Pham Vu Minh, Office of Directorate of Vocational Education and Training, project coordinator, presented a summary on the achieved outputs of the project, as follows: Finished the STED Report on skills assessment for swine husbandry occupation, focusing on the farm owners; Held a seminar on conseling Sector Skills Council, piloting in Agriculture; ILO and Department of Skills cooperated on working with GIZ, Australian Embassy in technical consultation for Terms of References in Sector Skills Council; Developing skills standards for Swine Husbandry Occupation (in elementary level); Developing assessment tools for Receptionist Occupation and Room Attendant Occupation, etc,. Other activities of the Project: Assisting in revising Labour Code 2012, introducing the model of vocational training in enterprises; Assisting in PR and communication in Business involvement in VET; Conducting research on opportunities to support Vietnam in IT skills development.
During the meeting, the delegates suggested some activities should be implemented for coming period. Mr. Cezar Graguntan, Senior Mentor for G20 Project, highly appreciated the achieved outputs of the Project; through the survey, assessment and cooperation of stakeholders, the committee decided to expand the Project for an extra year to finish all the objectives of the Project. The delegates proposed some activities, emphasising on developing Sector Skills Council, which needs to determine the scope, the scale and responsibilities of stakeholders, considering the best practice of Sector Skills Councils from other countries. The delegates also proposed that there should be more support for skills assessment in tourism, restaurant, hotel services; utilizing information technology in agriculture; support the organization of ASEAN economic forum 2020, developing TVET guidance, etc,.

Giving the speech to summarize the meeting, Deputy General Director Truong Anh Dung expressed the high appreciation for the progress of the Projects, the Project’s activities had positive impacts on TVET system. Lately, the National Assembly had approved the Revised Law on Education, there are important articles regarded the TVET system; in particularly, it established mechanisms for vocational training, academic teaching in vocational institutions, inter-college transfer, learning pathways after secondary school, etc,. Simultaneously, this is also forming a foundation for cooperation, TVET development; specifically, the training scale should be expanded in the coming time. The Deputy General Director appreciated the recommendations in the meeting and assigned related subordinate bodies to consider and propose implementation during the Project.
