Signing a Memorandum of understanding on the cooperation actives aimed at applying KOSEN model in Vietnam

On July 1, 2019, in the capital of Tokyo, Directorate of Vocational Education (DVET), Ministry of Labor, Invalids and Social Affairs and Organization of Japanese KOSEN Schools (KOSEN) signed Memorandum of Understanding on continuing to implement cooperative activities aimed at applying KOSEN training model at Vietnamese colleges. Witness the MOC with the presence of Prime Minister Nguyen Xuan Phuc and Japanese Prime Minister Abe Shinzo and representatives of relevant ministries and agencies of the two countries.



On July 1, 2019, in the capital of Tokyo, Directorate of Vocational Education (DVET), Ministry of Labor, Invalids and Social Affairs and Organization of Japanese KOSEN Schools (KOSEN) signed Memorandum of Understanding on continuing to implement cooperative activities aimed at applying KOSEN training model at Vietnamese colleges. The Memorandum of Understanding clearly stated that it continues to implement cooperative activities towards developing KOSEN training model in Vietnam, contributing to Vietnam’s socio-economic development.

The contents of cooperation include:

- Establish KOSEN representative office in Vietnam;

- Organization and implementation of a KOSEN-based training program for three-year and five-year systems at pilot schools;

- Implement short-term and long-term training for managers and teachers on KOSEN model training in KOSEN
 schools in Japan and in Vietnam;
- Exchange of teachers and students;
- Transfer teaching methods, teaching materials according to Kosen model;
- Exchanging information on training equipment, experimental materials and technical advice within the framework of 
pilot implementation of Kosen model;
- Promote cooperation and cohesion between training schools according to Kosen model and enterprises of the two countries;
- Coordinate to organize conferences and seminars on developing KOSEN models in Vietnam;
- Consider the establishment of “KOSEN Certification Committee”, check the graduation conditions of students who have 
been educated according to the model of Japan Technology College (KOSEN) and issue KOSEN certificates.

 According to the memorandum, DVET proposed the competent level of Vietnam to allow pilot training of KOSEN model in Vietnam; select schools and trades to pilot KOSEN training in Vietnam; coordinate with Kosen Organization to organize short and long-term training; organizing conferences and seminars and implementing other cooperation activities related to the development of KOSEN model in Section 3 of this Memorandum of Agreement.

On the side of KOSEN will provide technical assistance and other necessary advice to implement cooperation activities among the parties in Section 3 of this Memorandum of Agreement; Connect to students participating in KOSEN program in Vietnam to work in Japan under high-level engineer program or work in Japanese enterprises in Vietnam.



Minister Dao Ngoc Dung met President Kosen

Speaking at the meeting, President Kosen welcomed and proposed cooperation, Minister Dao Ngoc Dung highly appreciated the bilateral cooperation in recent years and supported the content in the memorandum of understanding that both sides have just signed. On this occasion, Minister Dao Ngoc Dung invited President Kosen to Vietnam to attend the National Forum on Vocational Education linking businesses and presenting a presentation at the Forum.
