Enrollment work of colleges and intermediate schools this year lasted longer than every year because the universities was still recruiting additionally. Besides colleges and intermediate schools, which are struggling to enroll, there are still schools that have basically "finished" in this race when linking training with employment.

On October 10, the opening ceremony of the 7th National DIY Training Equipment Contest, 2022 took place in Vung Tau. This year's contest has the participation of representatives from 57 provinces and centrally-run cities with 381 devices from 191 vocational education institutions.   Speaking at the opening ceremony, Deputy Minister of Labor, Invalids and Social Affairs Le Tan Dung affirmed that human resource development, especially high-quality human resources, is one of the three strategic breakthroughs and orientations for building an open and flexible VET system, which focuses on retraining and regular training of the workforce, forming a skilled workforce, creating a basis for the implementation of VET innovation and development in the coming period.

The Ministry of Labor, Invalids and Social Affairs (MOLISA) proposes a group of solutions to develop vocational skills and improve the quality of human resources According to MOLISA, the assessment and granting of national vocational skills certificates were previously regulated in the Law on Vocational Training 2006.

Enhancing the effectiveness and efficiency of the National Qualifications Framework - Issues and recommendations from policy perspective
Introduction   The Vietnam's National Qualification Framework (NQF) was approved by the Prime Minister under Decision No. 1982/QD-TTg dated October 18, 2016. Up to that time, the NQF had not been mentioned in any relevant legal documents of Vietnam including the Law on Education, the Law on Higher Education and the Law on Vocational Education, apart from the two documents of the Education Development Strategy 2011- 2020 and the 2011-2020 Vocational Development Strategy. The NQF was not implemented until it was incorporated into the Law on Higher Education 2018 and the Law on Education 2019. Although Decision No. 1982/QD-TTg is considered as a derivative to amend and supplement a number of relevant articles of the Law on Higher Education 2018 and the Law on Education 2019, and possibly the Law on Vocational Education in the future, at the time it was initially developed, it is still subject to certain constraints of all three of the Laws above. Therefore, it cannot avoid a few limitations.   This article presents some key findings on the issue from a policy and legal perspective and proposes some recommendations to improve the effectiveness and efficiency of the VQF.   These key findings are extracted from Scientific research subject 16-20.ĐT.004 "Solutions for implementing the Vietnam National Qualifications Framework" under the National Education Science Program in the period 2016 – 2020. The research method used includes collecting secondary information, analyzing the policy framework and some key findings from education and training practices related to the NQF.
