Deploy activities of the Council on Agricultural Skills

On 25/02/2020, in Hanoi, Directorate of Vocational Education and Training (DVET) held a Workshop to discuss the implementation of the operation plan of the Council of Agricultural Skills Skills Council. Attending the Workshop were Mr. Nguyen Chi Truong, Director of Occupational Skills Department, representatives of Department of Organization and Personnel, DVET; Ministry of Agriculture and Rural Development; Ms. Valentina Barcucci, ILO Vietnam Deputy Director, Mr. Paul Comyn, senior expert on skills, ILO Geneva Employment Policy Committee, ILO representative in Hanoi; representatives of Institute for Policy and Strategy for Agriculture and Rural Development, Vietnam Association of Small and Medium Enterprises, Vietnam General Confederation of Labor, Vietnam Association of Food Science and Technology - Food; Rectors of vocational education institutes: Vietnam National University of Agriculture, DongBac Agriculture and Forestry College, Dalat Vocational College, College of Economics - Technology and Fisheries.


At the seminar, Mr. Paul Comyn, senior skills expert, ILO Geneva Employment Policy Department shared some international experiences in developing Sector skills council. Basically, among different countries, the sectoral approach to skill development differs in scope of activities, structure, roles, responsibilities, participants, and financial mechanisms. From international experience, a sectoral approach can be useful for analyzing the labor market, assessing current and future skills needs; policy advice on vocational education, development of occupational skills standards, qualifications and programs, promoting cooperation between schools and businesses, training, evaluation and certification for workers and users. employers,...

Delegates attending the Workshop heard a brief report on the draft work plan of the Council for Agriculture Skills Skills in 2020, which was drafted by the Provisional Representative Board of the Agricultural Skills Council of Agriculture. The content of the plan is divided into 5 task groups, including: Providing data and updated information on skills; Provide technical comments for the development of national occupational skills standards, in-company training curriculum, as well as industry development directions; Mobilize and contribute to improvement in the field of vocational education; monitoring and evaluation; communication activities to enhance the image of the Council. Delegates all thought that the draft plan had appropriate content. However, the activities in the plan should be streamlined, show priority in implementation and focus first on improving policies related to the skills of the labor force in the field of agriculture, building, completing a number of skill standards In the field of agriculture, improving occupational skills for workers in agriculture and rural areas in the context of the 1956 project on vocational training for rural workers ended this year. Some concerns during the implementation of the plan need to be clarified in some contents such as: Who will implement the plan; how is the cooperation between the Ministry of Labor, Invalids and Social Affairs and the Ministry of Agriculture and Rural Development; The organizational structure of the Council of vocational skills has not been strengthened, the mechanism and financial resources to maintain activities.

Speaking at the end of the Workshop, Mr. Nguyen Chi Truong, Director of the Department of Occupational Skills highly appreciated the sharing of ILO experts on international experiences that have successfully implemented the model of Council of vocational skills. Occupational skills have an important role to increase labor productivity in the agricultural sector, so developing standards for agricultural occupational skills is a necessary activity. It is hoped that ILO experts will continue to provide advice and support to the Council of Agricultural Skills to implement effective activities in 2020.
