Summary of pilot training of 12 high-quality international occupations based on transfer programs from Australia

In the morning of January 14, 2020, Directorate of Vocational Eduction and Training (DVET) held a Conference to summarize the pilot training of 12 high-quality international professions according to the transfer programs from Australia. Attending and directing the Conference were Mr. Le Quan, Deputy Minister of Labor - Invalids and Social Affairs; Mr. Nguyen Hong Minh, Director General of DVET, Mr. Truong Anh Dung, Deputy Director General of DVET, Ms. Nguyen Thi Viet Huong, Deputy Director General of DVET; representatives of Departments, units under DVET; representatives of the Government Office, the Ministry of Finance, the Ministry of Culture, Sports and Tourism; representatives of the Australian Embassy in Hanoi, Chisholm Institute leaders, Australia; Principals and Vice Principals of 25 colleges conduct pilot vocational training in Australia and a number of other colleges across the country.

Speaking at the opening of the Conference, Mr. Truong Anh Dung, Deputy Director General of DVET said that the Party and Government always determined the development of human resources, especially high-quality human resources, as one of the three breakthroughs breaking the strategy to move the country toward industrialization, modernization and international integration. In order to implement that policy, the Prime Minister issued Decision 371 /QD-TTg on February 28, 2013 approving the Scheme "Transfer of program sets; train and foster teachers and vocational training managers; pilot training of key occupations at ASEAN and international levels ”period 2012-2015. Deploying Decision No. 371 of the Prime Minister, Ministry of Labor, Invalids and Social Affairs issued Decision No. 1809/QD-BLDTBXH dated December 9, 2015 on pilot training of 12 key international-level occupations under transfer programs. from Australia. With the support of Chisholm Academy and related agencies, up to now, the program transfer and pilot training have ended, achieved the goals, completed the set tasks. Although in the process of implementing the project, there were many difficulties and challenges when approaching the international training level and technology, but the beneficiaries and especially the teachers and teachers of 25 schools tried make every effort to complete the objectives, successfully implement the pilot training program. The success of this program is not only more than 700 graduates with a good rate of up to 90%, awarded Australian and Vietnamese degrees; Students are not only good at their specialization and foreign languages, but they also affirm and shape the new and advanced training model suitable to Vietnamese conditions. Besides that, The advanced training technologies gained from the pilot training program will continue to be spread and replicated. Deputy Director General thanked the attention of the leaders of the Government, leaders of the Ministry of Labor - Invalids and Social Affairs; the close cooperation of the concerned ministries, branches, localities with schools participating in pilot training, the companion of Shisholm Academy, Progressive Joint Stock Company (AIC), the efforts and efforts of schools participating in the pilot.

At the conference, according to the summary report on pilot training of 12 high-quality international professions according to the set of programs transferred from Australia presented by Mr. Vu Xuan Hung, Director of the Department of Formal Training. These are the first 12 sets of high-quality international programs of Vietnam under the transfer method, which have been tested in practice through pilot training and will continue to be organized in the vocational education system. Through the transfer of programs, the schools participating in the pilot training have approached the method of developing training programs according to competency standards so they can be applied to the development, adjustment and development of programs. Through the pilot training, the facilities and training equipment of the schools participating in the pilot training have been strengthened and synchronized modern, guaranteed to meet the regulations of the Chisholm Academy and the Australian Government; nearly 300 teachers have been trained and improved in Australia, have good professional qualifications, enhanced foreign language skills, and are qualified to teach high quality training programs in the environment. International and immediate schools can undertake courses, the next program transfer program. Regarding training results: Up to December 2019, all 41 classes of 12 pilot training professions have completed the training program with 724 graduates, reaching 100%, of which graduations are graded. pretty good at 90%. Graduates of the pilot training program are awarded a diploma from Australia and a diploma from Vietnam. In addition to internationally recognized professional skills, the foreign language competence of graduates of the pilot training program reaches the English language level B1 or higher up to B2 according to the Common European Framework of Foreign Languages.




According to statistics, right after graduation, in just a short time, there were 477/724 graduates having jobs, of which 40 have gone to work or are completing procedures to work abroad; 214 children working in foreign joint-venture companies or 100% foreign capital in Vietnam, 204 children working in Vietnam's Corporations, Corporations and other enterprises; 19 students started their own businesses, some of them voluntarily stayed at the school to become career educators, etc. It can be said that this is the right confirmation of the transfer of training programs from the country In addition, shaping a new training model on training high-quality human resources in the current period.







Speaking at the Conference direction, Mr. Le Quan, Deputy Minister of Labor, Invalids and Social Affairs congratulated the pilot training program on 12 transferred occupations from Australia that ended successfully and highly appreciated DVET's efforts. Vocational education, schools and teachers participating in pilot training have overcome many difficulties in the process of transferring and implementing pilot programs such as the limited foreign language level of teachers, the capacity of the school management staff to conduct pilot training before advanced training technology from abroad, the conditions of facilities and equipment, .. We have just made the transfer adjusted accordingly. It can be said that 12 pilot training occupations transferred from Australia are those that are in demand.

In conclusion, the Director General also affirmed that, with the transfer programs from Australia and Germany, actively contributed to improving the quality of vocational education from the construction and standardization of training programs and assessments. price results, standards of vocational educators, standards of training facilities, etc. especially for learners, have access to skills standards of advanced countries. The Director General proposed that the schools continue to report and comprehensively evaluate the pilot training and give directions for the implementation of the program replication. The Director General also assigned the departments and units of DVET to continue to report and synthesize and assess this training model and propose implementation in the coming time.
