Attending and chairing the workshop were Mr. Pham Dang Quyen, Vice Chairman of Thanh Hoa province People’s Committee, Mr. Trinh Ngoc Dung, Director of Department of Labor, Invalids and Social Affairs in Thanh Hoa province, Mr. Vu Xuan Hung, Director of the Department of Formal Training, Directorate of Vocational Education and Training. Attending the workshop, there were enough representatives of provincial departments and agencies, vocational training institutions and representatives of enterprises with activities associated with vocational training institutions.

At the Conference, Mr. Pham Dang Quyen - Vice Chairman of Thanh Hoa province People’s Committee stated clearly the role and importance of human resources in the process of social economic development; including human resources qualified forces and skills are the decisive factor for the competitiveness of each business in the market. With such a request, enterprises in fact have not actively contacted, not closely linked with vocational education institutions in training. The cause of this situation is partly due to the lack of specific sanctions in activities linking businesses with vocational education institutions, enterprises must use trained labor. Vice Chairman stated that the purpose of the workshop should be to show solutions to the co-operation between businesses and vocational education institutions. Since then, the province has good human resources to serve the socio - economic development process.

Mr. Trinh Ngoc Dung, Director of Department of Labor, Invalids and Social Affairs in Thanh Hoa province said: Currently there are 89 vocational education institutions in the province, including 11 colleges, 18 intermediate schools and 29 vocational education and training institu000tions and 31 vocational education establishments with a training scale of 59,106 people. In the period of 2012-2017, the vocational education institution enrolls 220,450 people (of which 6,738 are vocational education and training colleges and secondary vocational education and training schools are 27,061 people). With the scale of training and actual operation in recent years, in general, vocational training has been gradually transformed towards approaching the labor market demand, associated with job creation and deletion programs poverty reduction, labor export and other social objectives.There have been positive changes of workers on vocational training. The number of students applying for vocational training has been increasing, vocational skills have been basically improved to meet the requirements of the labor market of the province, especially the college and university level with the group of industrial techniques and machine techniques cold, the technology of automobiles, mechanics, electricity, tourism, hotels, etc. Mr. Trinh Ngoc Dung also pointed out the existence and limitation of vocational education activities in the province, that is: most activities enterprises have not yet implemented the provision of information on training needs and employment of enterprises according to the industry, occupation and demand for annual recruitment; enterprises have not actively cooperated with vocational education institutions in developing training programs and organizations. Some industries need to be used but vocational education institutions in the province have not trained such as oil and gas technology and oil refining, petrochemical...
To overcome the problems, according to Mr. Trinh Ngoc Dung, there is a need for close cooperation between vocational and business education institutions on the following contents: building output standards, training programs, and enterprises technical staff participate in teaching and supporting internship, practice on production machines and equipment of enterprises. At the workshop, the comments focused on the actual content of the current status of vocational education institutions in training activities, meeting the needs of enterprises. Businesses also raised their desire to cooperate with vocational education institutions in practical training, human resource supply. However, policy mechanisms and legal corridors need to be improved, including tax policies and financial policies to support businesses and vocational education institutions. The comments also affirmed the need for a high quality human resource, but must also be consistent with the requirements of human resources and industry structure to avoid improper training of human resource need to leading to the learner, after completing the course, there is no job in accordance with the training profession. The requirement for workers after being trained must have 3 skills: professional skills, foreign language and informatics.

At the seminar, Mr. Vu Xuan Hung, Director of the Department of Formal Training, DVET stated that the quality of human resources is an important factor in the development and integration process. Human resource training always receives the attention of the Party and the State. On the Ministry of Labor, Invalids and Social Affairs, a project on "Renovating and improving the quality of vocational education" has been developed, among the 10 solutions offered, the solution of linking vocational education with enterprises is also one of the key solutions. In fact, the DVET has also signed with many corporations, corporations, large enterprises with VCCI to create corridors for businesses and vocational education institutions engaged in enrollment, training, recruiting, and linking enterprises with vocational education are also conditions to ensure and improve the quality of vocational training institutions, improve the quality of training and improve the quality of human resources.
