“The draft amendments to the Labor Law required additional regulations to allow businesses to participate more deeply in the process of training secondary vocational education and training schools and vocational education and training colleges. Besides, the establishment of a model of Skills Council should be done soon in order to link the market and vocational education”.

These are the great judgments of Truong Anh Dung - Deputy Director General of the Directorate of Vocational Education and Training (Ministry of Labor, Invalids and Social Affairs) on the contents related to vocational education in the draft of the revised Labor Code 2012 at the Conference.

He said the first thing is to improve the relationship between the enterprise and the vocational education system in the future.

Currently, the model of enterprises participating in training with schools has been implemented in many countries, typically applied as the German dual training model. “Labor law stipulates that enterprises do not have to register when participating in training in cases where there is no need to issue national certificate of diploma. However, in the long term, we expect businesses can participate more deeply in the process of training human resources at intermediate and college levels,” Mr. Truong Anh Dung said.
