In order to ensure resources to effectively implement the targets and tasks on TVET in the 2021 - 2025 period, the General Department of Vocational Education and Training, the Ministry of Labour, Invalids and Social Affairs has developed and proposed sub-projects, including: Component content of TVET at 03 National Target Programs and approved by the Prime Minister in Decisions No. 1719/QD-TTg dated October 14, 2021, Decision No. 90/QD-TTg dated January 18/ 2022 and Decision No: 263/QD-TTg dated 22/02/2022.

Currently, the Government, the Prime Minister, ministries and agencies in charge of Programs, Projects, Sub-projects, and component contents have promulgated according to their competence all documents and regulations on management mechanisms. , administer, use, pay and settle funds and guide how, method and process to organize the implementation of 03 National Target Programs, of which the Minister of Labor, War Invalids and Social Affairs has issued Circular No. 17 /2022/TT-BLDTBXH dated September 6, 2022 on guiding the implementation of some contents of TVET and job creation for workers in sub-projects and components of 03 National Target Programs in the period of 2021 – 2025. The Prime Minister, the Ministry of Finance, the Ministry of Planning and Investment have assigned the budget estimates to the ministries, branches and localities to organize the implementation in 2022.

However, through the actual implementation of the contents of VET under 03 National Target Programs in localities, there are still difficulties and obstacles such as: Objects and locations in the implementation of subprojects, and contents of TVET in 03 NTPs. NTP has similar properties; in one area can receive funding from many different NTPs. Some localities do not have a clear understanding of the objects, contents, activities of the sub-projects, the content of components, so the formulation and proposal of annual and period-based implementation plans are still not close to reality. ensure the correct object, scope and content of implementation. Some new contents will be implemented in this period, such as: Building business connection training models; Pilot training and retraining for employees; Pilot building a quality assurance model for TVET institutions; Surveys, surveys, statistics, forecast requirements for vocational skills in the future... The arrangement and determination of funding rates for activities of sub-projects, component content in the field of TVET under the 03 National Target Programs. The implementation of a number of projects and sub-projects from public investment capital must follow the order and procedures prescribed by the Law on Public Investment, so it takes time, besides, the allocation of capital, the issuance of instruction text is slow, affecting the implementation of the Program's tasks.

At the Conference, the General Department of Vocational Education and Training provided complete and comprehensive guidance on the objectives, targets, tasks and solutions identified in the Prime Minister's decisions approving the 03 National Target Programs for the 2021-2025 period. . At the same time, listen, answer problems and discuss solutions to speed up the implementation progress, disbursement of capital in the last months of 2022 and prepare the conditions for performing tasks from the beginning of 2023. , ensuring the right target, quality and efficiency.
