On April 16, 2021, in Hanoi,
Director General Truong Anh Dung worked with Mr. Quentin Lebegue, Head of Urban
Infrastructure and Social Development Department, representing the Agency
French Development (AFD) in Vietnam, in order to discuss the possibility
of promoting the project “Investing in building a system of high quality vocational
education and training to reach out to G20 developed countries” on the basis of
continuing the successes of the project “Investment and development of high
quality vocational schools” sponsored by AFD ends 2019.

Speaking at the meeting, the
representative of AFD, Mr. Quentin Lebegue said that AFD has been providing
loans to the Government with very favorable interest rates and conditions. AFD
is eager and ready to fund the next project in the career education sector.
However, Vietnam's on-lending mechanism problems are a huge barrier to not only
AFD's investment but all other donors. Therefore, AFD suggested that there
should soon be a clearer mechanism for AFD to participate in investment in
Vietnam. AFD promises to provide a non-refundable technical assistance grant to
hire experts to assess the development investment needs of the current
Vietnamese vocational education system, achievements and success lessons from
the previous project as a premise for the promotion of new projects with
highest investment efficiency.
Summarizing the meeting, Director General Truong Anh Dung thanked AFD
representatives and expected the two sides to continue to exchange ideas and
implementation mechanisms as the official basis for project proposal.
