Scientific workshop on “Strategy for the development of vocational education and training in the period 2021-2030, vision to 2045”

Within 2 days, from 9th to 10th April, 2021, in Thanh Hoa, the DVET in collaboration with the German Development International Cooperation (GIZ) held a scientific forum on “Strategy for the development of VET in the period of 2021. -2030, vision to 2045”. Attending this forum were Assoc.Prof.Dr. Tran Dinh Thien, a member of the Prime Minister's Advisory Group; Mr. Bui Sy Loi - Deputy Chairman of the National Assembly's Social Affairs Committee; Ms. Nguyen Thi Hang - Former Minister of Labor - Invalids and Social Affairs; Assoc.Prof.Dr. Duong Duc Lan - President of the Association of Vocational Education and Social Work and many domestic and international scientists in the fields of economy, society, VET. Dr. Truong Anh Dung - Director General of the DVET attended and had direction for the forum; Dr. Do Nang Khanh, Dr. Nguyen Thi Viet Huong, and Dr. Pham Vu Quoc Binh - Deputy Directors General of DVET attended and were be chairs of different sessions.





Guests’ speeches at the forum

In the opening speech, Director General Truong Anh Dung hoped that two days of forum, scientists, delegates would have a chance to exchange, discuss, research and study from experiences of countries around the world, but at the same time must stick to closely with the targets and tasks assigned by the Party and the Government to analyze and unify the general direction for the Strategy for the development of VET in the coming period during attending the forum on the strategy for the development of VET in the period 2021-2030, a vision to 2045 with the aim of building one a modern, open VET system with flexibility, quality, efficiency, accessibility, fairness, sustainability and international integration, and meeting the requirements of skilled human resources for the country's socio-economic development. Determine specifically the views, objectives and orientations on which model of the VET system is suitable with the context of Vietnam; oriented towards high-quality training, continuous training and inclusive development orientation ... In addition, the Director General is looking forward to receiving valuable comments from all the experts to propose the suitable solutions, suggestions, action plans to successfully implement the objectives set out by the Strategy. 

Forum’s overview

At the forum, the participants listened and discussed different topics such as the Review the development of VET and the related issues; brief report on the process of building the strategy, structure of the project and the contents; the need for retraining, recognition of skills for workers and the solutions. Delegates were also allowed to attend subgroups that discussed in-depth about human needs on vocational skills; Model of VET development in the world today; Development of inclusive skills.

The draft version of Strategy for the development of VET for the period 2021-2030, with a vision to 2045, offers 08 solutions, including: (1) Focusing on building and improving the quality of institutions, reforming mechanisms and development policies for VET development; (2) Reform the VET system management; (3) Strengthening the linkage of VET with the labor market and inclusive development; (4) Completing and improving the accreditation factors of VET quality; (5) Implementing digital transformation, applying information technology into management and training activities; (6) Strengthening resources and improving investment efficiency in VET; (7) Implementing scientific research and technology transfer, innovation in VET; (8) Communication and international cooperation on VET. In these solutions, the solution number (3) “Strengthening the linkage of VET with the labor market and inclusive development” and the solution number (5) “Implementing digital transformation, applying information technology into management and training activities” are breakthrough solutions.
