Identifying vocational training for rural workers is one of the important criteria in building new countryside, contributing to improving the educational level and increasing income for local people, contributing to the development of local district; in recent years Bao Thang district (Lao Cai) has actively promoted vocational training, especially vocational training for rural labor, which has achieved many positive results.
Every year, the District’s People Committee organized vocational training and created jobs for thousands of workers. Over 05 years, from 2010 to 2015, the district has recommended jobs for 12,862 workers, established linkage with the plant in Tang Loong Industrial Zone to create over 500 new jobs for local workers. The proportion of trained workers increased from 26% in 2010 to 55.7% in 2015. Particularly in the first 9 months of 2015, the district held survey on the rural workers’ needs for vocational training in all 15 communes, town. Out of 560 people who have need for vocational training, 7 training classes has been organized for 229 rural workers so far in the communes of Xuan Quang, Xuan Giao, Thai Nien, Tri Quang; recommended employment, created new jobs for 1,925 employees, reaching 104.9% of the plan; Approved 40 projects using loan from National Employment Fund with a total loan of 920 million VND. Through the training, most of the students became skilled laborers, were employed by enterprises and production facilities. Especially for rural workers, participation in vocational training courses has helped them increase knowledge, enhance skills and apply advanced science and technology in the production model of the family, bringing about significant economic efficiency. In addition, the district also constructed apprenticeship model to address employment for rural workers, for example the model for builders who construct biogas tank; model of livestock, poultry raising...
The efficiency of the cooperative model, linkage for production, has contributed to changing the perception of rural workers on vocational training. On the other hand, it also helps rural workers make good use of labour idle time; gradually changing their job in a positive manner; contributing effectively to the implementing of the criteria of new rural development. Apart from that, Bao Thang district also directed mass organizations to help poor members access to loans for development, in 5 years from 2010 to now, the district helped 20.750 poor households and beneficiaries of policy access to loan with total amount of 418.4 billion VND. Over 109 thousand poor households in the whole district were provided direct support worth 9.1 billion VND. Poor households who borrowed loans received technology training and vocational training, as the result many households have escaped poverty sustainably, contributing to the decrease in the district poverty rate from 42.18% in 2010 to 10.97 % in 2014.
Besides these achievements, vocational training for rural workers in the district also faced a number of difficulties, limitations such as: statistics and report on the status of the employment needs and the number of people who have need for training are not up to date; funding for vocational training has not been able to meet the needs for the plan, even though the model of job creation after graduation have been built but the scale remains small, not very sustainable; propaganda of the policies on labor export is not regular, so the efficiency is not high and not widely spread.
To overcome these limitations and further improve the quality of vocational training for rural labor that can be linked to the needs for socio-economic development in upcoming, Bao Thang increasingly carries out a number of solutions, which focus on promoting the dissemination and raising awareness of all sectors, levels and people on vocational training for rural workers; increasing career orientation counseling in the community.
Enhance investment into equipment and infrastructure to better serve the activities of vocational training; focus on fostering and enhancing professional qualifications for managerial staff, vocational teachers; actively update and transfer scientific advances and technologies in vocational training.
Moreover, increase innovation in surveying activities and forecast of needs for vocational training of the rural labor force, which is linked with the labor demand of enterprises; design plans in line with local socio-economic development plan, especially in linkage with the restructuring of agricultural sector. At the same time, promote socialization of vocational training activities, encourage and create favorable conditions for organizations, enterprises and individuals in setting up vocational training institutions; regularly perform inspection, supervision and evaluation of the implementation of vocational training scheme for rural labor; prioritize vocational training for beneficiaries of social policies, national devotee, poor households, near-poor households, especially people with disabilities and those in clearance area.
Despite many difficulties, limitations, the results achieved in recent years has affirmed the efforts of Bao Thang in the implementation of vocational training scheme for rural labor. These results have been contributing to successful poverty reduction as well as creating a positive change in new rural development in the district of Bao Thang./.
