Quang Ninh: Vocational students will be given allowances

From 2016 to 2020, students in Quang Ninh province will receive maximum payment of 1/2 of basic salary when participating in full-time vocational training programs.
According to the decree on supporting vocational learners in occupations encouraged for training by Quang Ninh during period 2016 – 2020, recently approved by People’s Council: From 2016 to 2020, students in Quang Ninh will be given a maximum payment of 1/2 of basic salary when participating in full-time vocational training programs at college, secondary level in vocational institutions in the province.
More specifically, students who are admitted within timeframe starting from 01/12016 to 31/12/2020 (students admitted in 2018, 2019 and 2020 will receive support until the end of the course) will be rendered support based on actual time of study, but shall not exceed 30 months for college level, not exceed 20 months for secondary level. Level of support for college level is 50% of basic salary/person/month; secondary level is 40 basic salary/person/month.
List of occupation entitled to the support includes: Cooking technique, tour guide, accommodation service, hotel management, resort management, control of vessel used for offshore fishing, aquatic disease prevention and treatment.
During recent years, vocational training activity in Quang Ninh has drawn attention for implementation and achieved some results. A network of vocational training institutions is widely distributed across all districts, towns, cities in the province. Up to 11/2015, the province has a total of 43 vocational institutions, of which 40 vocational institutions are registered and involved in vocational training activities. Annually, vocational institutions recruited and provided vocational training to 34,000 laborers which contributes to the increase of educated laborer ratio in 2014 to 62%, in which ratio of vocationally trained laborers makes up 48%.
However, recently student recruitment in Quang Ninh encounters numerous obstacles, number of laborers enrolling into vocational secondary schools, vocational colleges shrank year by year which results in substantial effect on labor structure and labor quality in the province, that also causes imbalance between training and employment. Hence, development of high quality labor force has been incorporated into important contents in the Decree of Provincial Congress of the Party XIV in order to build a high quality workforce serving as a platform for solid socio-economic development.
