To agree on recognition of skills in the region

During a special online session with participation of 70 ASEAN Labor Ministers and ASEAN Education Ministers on September 16, ministers discussed on the issue of "Developing human resources in a changing world of work".

At the conference, all Ministers affirmed that investment in human resource development is not only new training and retraining, but also recognizing and utilizing trained qualified human resources. ASEAN Economic Community has agreed to sign agreements on mutual recognition of skilled labor at all levels.

Commenting on the role of human resources, Mr. Dao Ngoc Dung - Minister of Labor, Invalids and Social Affairs of Vietnam, said that human resource development is also one of the long-term goals, a guideline for the development of the ASEAN Community, as stated in the ASEAN Charter.

Research by the International Labor Organization (ILO) has shown that in the next 10-15 years, about one third of current jobs will be replaced by machines, artificial intelligence; about 40% of global workers will have to add new skills to meet job requirements. This rate in ASEAN is even higher. A study in five ASEAN countries forecasts that 56% of jobs in these countries could be severely affected, even replaced by automation in the next few decades.

Mr. Tuan Haji Awang Bin Hashim - Malaysia's Deputy Minister of Human Resources highly agreed with the ASEAN statement. He said that, in order to focus on promoting and restoring the ASEAN economy in the current context, the investment in developing sustainable human resources is very important. In particular, goals such as green jobs and green skills need to be promoted in the workforce of the region.

Many new professions will be born

Speaking at the conference, Deputy Prime Minister Vu Duc Dam said that the world has been undergoing great changes, in which we have talked a lot about digital transformation, Industrial Revolution 4.0, existing hottest issue at this point, Covid 19 epidemic. As a result, many industries, many methods of production will be replaced, workers will be eliminated, "and new jobs, new modes, new jobs will be born".

According to the Deputy Prime Minister, before the Covid-19 epidemic appeared, in the world, in the Asia-Pacific region and ASEAN, there were many forums at all levels to discuss human resource development during the period of Industrial Revolution 4.0.

Covid-19 epidemic appeared, disrupting global production and supply chains. Not only workers in labor-intensive industries but also family workers, single workers, even freelance workers are also seriously affected in many places, easily leading to the risk that a part of people will be impoverished and a part of children will be deprived of development opportunities. Therefore, it requires us to have to solutions to adapt to the future and this change, Deputy Prime Minister emphasized.

Accordingly, the Deputy Prime Minister emphasized that development in general and human resource development in particular requires contribution of the whole society as the direction and guidance of the State, the participation of all people and in particular the participation of the private sector. "Not only education and training, many private enterprises also participate in investment in human care in a broad sense. This is an important solution in sustainable development in the future" - Deputy Prime Minister said.

At the meeting, the ASEAN Technical and Vocational Education and Training Council was launched. This Council will focus on the following issues: Policy to improve the vocational education and training system; connecting and adapting to the changing job market; narrowing the skills gap between countries ...

Deputy Prime Minister affirmed: "Vietnam commits to always actively work closely with members and partners in implementing this roadmap, making political commitments come true, to produce many opportunities for workers, for business and for an increasingly prosperous ASEAN community ".


"In the conditions of changing world, ASEAN has always identified to consider people as the center of the development process, since after all, sustainable growth and development are also in service of human development and people. Therefore, Vietnam has chosen human resource development as one of the priorities of the ASEAN Socio-Cultural Community, contributing to strengthening ASEAN's adaptive proactive capacity "- Mr. Dung said.

 As the Chair of ASEAN 2020, Vietnam has presided over the development and submission of the "ASEAN Declaration on Human Resource Development for the Changing World of Work". This activity has the active coordination and support of the Ministry of Education and Training of Vietnam, the Ministers of Labor and Education of ASEAN, and the ASEAN Secretariat. The Declaration demonstrated the political commitments at the highest level of ASEAN to the issue of human resource development.
