Improve the operational efficiency of vocational education training institutions under the Ministry of Transport

On the morning of July 28, 2020, in Hanoi, the Ministry of Transport had a meeting with DVET on vocational education and training development. Attending the mission of the Ministry of Transport were Mr. Truong Anh Dung, Director General of DVET; representatives of departments, units of DVET.

The meeting today took place in the context that the transportation industry is in the process of developing a plan for vocational education and training development in the 2021-2025 period to meet the human resources requirements of the transport sector. Up to now, the Ministry of Transport has 14 vocational education training institutions under its management with 11 colleges and 03 secondary schools distributed in the North, Central and South. In the 2016-2020 period, the vocational education training institutions under the Ministry of Admissions recruited 311,212 students (including college: 16,990 people; intermediate: 26,620 people, primary and other vocational training: 267.602 people), reaching 105% of the plan target and an increase of 5% compared to the period of 2011-2015.

In the period of 2021-2025, the Ministry of Transport plans to develop vocational education and training for its schools to meet the human resources needs of the industry, focusing on the development targets of the transport sector, a number of key sectors of the maritime, aviation, rail, and road sectors are specified in the Prime Minister's Decision No. 355 / QD-TTg of February 25, 2013 approving the Strategy Adjustment. developing the transportation industry to 2020, with a vision to 2030. Striving for the period of 2021-2025, the system of vocational education and training institutions of the Ministry will be 326.808 people, including colleges: 18,113 people, intermediate: 27,005 people, primary and other vocational training: 281,690 people.

At the meeting, the two sides exchanged about some contents related to public investment in the coming time for vocational education and training activities of vocational training institutions under the Ministry. In general, in the coming period associated with the post-COVID-19 period, production supply chains around the globe tend to move to a number of Southeast Asian countries, including Vietnam, which generates demand human resources in large numbers including human resources in the transport sector with specific fields of high international integration such as maritime, aviation, ... While human resources in the industry currently lack, not meet practical requirements yet. The representative leaders of the Maritime Administration, the Organization and Personnel Department and a number of colleges under the Ministry proposed some contents such as: Further developing professions related to the marine and maritime economy; formulating a human resource development strategy of the transport sector to overcome the shortage of the human resources in the transport sector, disproportionately in the industry structure and training level.

Speaking at the end of the meeting, Mr. Truong Anh Dung, Director General of DVET highly appreciated the recommendations of the mission of the Ministry of Transport and asked the Ministry to research and develop a plan. develop vocational education to solve the problem of human resource needs of the industry in the coming period. Clearly define the mission and the role of the Ministry's schools in the human resource problem of the transportation industry. DVET and the Ministry of Transport will coordinate to solve all human resources.

DVET agrees and supports the Ministry's schools to develop national vocational education and training skill assessment and certification centers and replicate this model. For the long term, standardizing the labor force is an indispensable need. The Ministry of Transport should pay attention, focus and give priority to vocational education in the implementation of the transport sector development strategy in the coming time. Particularly interested in investing in vocational training institutions under the Ministry. Director General of the Ministry should propose a specific plan to implement Directive 24/CT-TTg  n skinny 28/05/2020 of the Prime Minister on the strengthening the development of skilled labor force, contributing to improving labor productivity and increasing national competitiveness in the new situation.
