“Singapore has grown many times over us, why are 45-50% of their children still taking vocational education and training?”

The question was raised by the Director General of DVET, Truong Anh Dung, to emphasize the development potential of the vocational education and training institutions system.

On July 1, DVET had a meeting with the Department of Labor, Invalids and Social Affairs of Bac Ninh Province and vocational education and training institutions to remove problems and difficulties in vocational education and training in the area.

Report on vocational education and training activities in 2019 and the first 6 months of 2020, besides achievements, Department of Labor, Invalids and Social Affairs of Bac Ninh Province also recognizes the inadequate structure of enrollment and vocational training when it is still mainly elementary level and less than 3 months. The annual average recruitment rate for college and secondary schools is only 12-15%. Recruitment in heavy, toxic and gifted occupations faces many difficulties.

In addition, the input quality of learners participating in vocational education and training is low, some vocational education and training institutions have limited training capacity, facilities, practical equipment have not been focused on investment, Teaching skills and pedagogical skills of teachers did not meet the requirements, thus affecting the quality of training.

Enrollment in a number of vocational training institutions still faces many difficulties, and for many years, the enrollment criteria cannot be reached; Some intermediate schools only enroll students for primary education.

Employment guidance in secondary and high schools has not been given adequate attention, the results are not high. Many localities are too focused on investing for high school graduates to go to high school, graduate from high school to university.

At the same time, the linkage between vocational training institutions and enterprises is not extensive.

The Department of Labor Invalids and Social Affairs of Bac Ninh Province recommends that there should be incentive policies for businesses when participating in vocational education activities, policies to attract skilled and high-skilled labor force working in enterprises participate in the field of vocational education and training (participate in curriculum development, curriculum, teaching participation, ...).

Representing the vocational training institution based in the area, Mr. Nguyen Duc Luu, Rector of Bac Ninh Industrial College, expressed the problem that the school is currently concerned about attracting, building a team of teachers to work towards. The goal is to develop into a high quality school.

“It is not easy to attract a university engineer in vocational education and training. The same teacher, but the general teacher recruited and vocational education teacher recruited very difficult. There are even bleeding, which is the case from vocational education and training institutions but then transferred to work for businesses. Normally, the salary in the school is calculated by the coefficient, while if entering the enterprise, the employee is paid tens of millions of dong. Those who stay must say it is truly faithful,” said Mr.Luu

Mr. Luu said that this is a real problem and recommends the need to study specific attraction policies.

Concluding the meeting, Mr. Truong Anh Dung, General Director of DVET also recognized the challenge posed to attract talented and talented people into vocational schools to increase training quality. in the context of attractive labor market.

Regarding the team, Mr. Dung said that in order to develop in the current context, there must be a specific mechanism. “It is not easy to attract and retain good teachers. Because the market is attracting talented people with attractive job positions and salaries. First the school has to propose to the province how, and then it is to set out whether DVET can support anything in the issue of training and retraining staff.

Mr. Dung also noted that the school is interested in seeking ways to honor its three most important subjects, including learners, teachers and businesses that have strategic cooperation with the school.
