The Prime Minister has just approved the task of making a plan for vocational education and training institution networks in the 2021-2030 period, with a vision to 2045.

Planning subjects include: Colleges, secondary schools, vocational education and training centers   (also called vocational training institutions, according to the provisions of Article 5 of the Law on Vocational Education and Training 2014), excluding colleges, pedagogy intermediate. Vocational education and training institutions are classified into three types: public institutions, private institutions and foreign-invested facilities.

The goal of planning is to form a network of vocational education and traning institutions in an open and flexible direction, with various types of establishments with sufficient sizes, vocational education and training capacity in the direction of application and practice; improve training quality, training effectiveness, contribute to raising Vietnamese labor skills and labor productivity; comply with the law of supply and demand in a comprehensive way, meeting the needs of highly qualified and skilled manpower of domestic and international labor markets, the requirements of the fourth industrial revolution , serving the country's socio-economic development in each period.

One of the viewpoints of planning is to be consistent with the National Master Plan and Socio-Economic Development Strategy, Vocational Education and Training Development Strategy for 2021-2030 and other strategies relevant in the same development period; in line with the Resolution No. 19-NQ / TW of October 25, 2017 of the Sixth Central Committee of the XII Central Committee on the continued renovation of organizational and management systems, quality improvement and operational efficiency of public non-business units. Promote socialization, encourage businesses, socio-political organizations, social organizations, social-professional organizations, Vietnamese organizations, citizens, foreign individuals and Vietnamese settling abroad to establish vocational training institutions and participate in vocational education and training activities.

At the same time, ensure compliance, continuity, succession with previous planning, the national master plan and other national planning related; ensure the publicity, transparency, and accountability of stakeholders in the process of planning, implementing and monitoring the planning; which ensures the right to consult agencies, organizations, communities and individuals in the planning process.

The main contents of the plan include: Analyzing and assessing the actual situation of the vocational training institution network; forecast development trends and develop development scenarios in vocational education work and plan the vocational education and training institution network; assessment of sectoral and regional links; identify the requirements of socio-economic development for vocational education and training; opportunities and challenges for vocational education institution network planning; identify points of view and objectives for the development of the vocational education institution network in the planning period; plan for developing vocational education and training institution network; orienting the arrangement of land use for development of the network of vocational education institutions and environmental protection and climate change response activities.

The Ministry of Labor, Invalids and Social Affairs is the organizer of the 2021-2030 vocational education and training network plan, with a vision to 2045, that is responsible for ensuring the implementation of the following steps in accordance with the law on planning and other relevant laws.
