Orientation and approaches to the development of vocational education and training strategy 2021-2030

In the morning of June 16, 2020, in Hanoi, Directorate of Vocational Education and Training (DVET) held a Workshop on Orientations Orientation and approaches to the development of vocational education and training  strategy 2021-2030. Attending the Workshop were Mr. Le Quan, Director Deputy Minister of Labor - Invalids and Social Affairs; Mr. Truong Anh Dung,  Director General of DVET, Ms. Nguyen Thi Viet Huong, Deputy Director General of DVET, representatives of Departments, units of the DVET, representatives of a number of applications under the Ministry of Labor - Invalids and Social Affairs; Mr. Tran Quoc Toan, Member of the Central Theoretical Council, former Deputy Chairman of the Government Office; representatives of the Department of Education - Training and Vocational Training, the Central Propaganda and Education Department; Department of Social Literature, Office of the Government; Institute of Development Strategies, Ministry of Planning and Investment; Department of Organization and Personnel, Ministry of Agriculture and Rural Development; Office of National Council for Education and Human Development; leaders of Vietnam Association of Vocational Education and Social Work Profession; ILO Office representative in Hanoi; Programme “Reform of TVET in Viet Nam, GIZ; Aus4Skills Project, Australian Embassy in Hanoi; representatives of the Advisory Group of the National Committee on Education and Training Innovation in the 2016-2021 period; leader of the Vocational Education Sub-Committee under the National Council for Human Resources Education and Development; representatives of some vocational education training institutions; representatives of a number of news agencies.

Speaking at the opening of the Workshop, Mr. Le Quan, Deputy Minister of Labor, Invalids and Social Affairs, said that in the past, the system of policies on vocational education has been fully developed, Party Committee of the Party of Labor - Invalids and Social Affairs has issued Resolution No. 617-NQ / BCSĐ on continuing to renovate and improve the quality of vocational education by 2021 and orientations to 2030, submitting to the Prime Minister for promulgation Directive No. 24 / CT-TTg, on promoting the development of skilled labor force, contributing to improving labor productivity and increasing national competitiveness in the new situation. Currently, the Ministry is focusing on developing a specific Plan to implement this Directive to solve the problem of building a career education development strategy in the next period, we need to ignore the old way of thinking and continue to innovate to improve the quality of vocational education.

Development of vocational education and training is not only a task for each country but also a global issue, development of vocational education and training needs to be associated with international migration and labor, improving the skill level of workers. To increase competitiveness in the international labor market. Moreover, the problem of the aging population also requires vocational education to enhance the skills development of workers, training and retraining for workers is an important task. Strategies for developing vocational education in the new period need to focus on renovating the state management mechanism of vocational education, especially innovation in management thinking. The strategy will include overall solutions but also flexibility and flexibility in the implementation process. Hopefully, the conference will have many frank comments,openly contribute practically to the development of the vocational education development strategy.

The development of vocational education and training development strategy for the period of 2021-2030 is in the context of the strong impact of the industrial revolution 4.0, the trade war and the COVID-19 pandemic on a global scale bridge. In the country, up to now, there is no new socio-economic development strategy and national human resource development strategy, this is a difficult and challenging task for the development of education development strategy.

At the seminar, the delegates listened to national and international experts presenting topics: Development of vocational education and training 2021-2-30, problem identification and strategy development perspective; Supply and demand of skills on the current labor market; issues raised for vocational education human resource demand forecasts for the 2021-2030 period from experience in building strategies and master plans for Vietnam's human resource development in the 2011-2020 period; report preliminary results from the results of interview with stakeholders. In the seminars, in addition to many valuable contents for vocational education and training development, experts have made some recommendations to help orient Vietnam's vocational education development in the coming time such as: Good coordination more training took place at the enterprise and Ministry of Labor - Invalids and Social Affairs;The economy is creating more new jobs with higher skills, vocational education strategies can expand sectoral approaches to improve skills management skills in industries, and avoid risks of unbalanced skills; trade agreements, technology and other trends are creating new skills needs, strategies that may consider strengthening demand demand forecasting are an important part of sector-level approaches;

The seminar spent a lot of time for vocational education and training  experts and managers to share experiences and give suggestions for the development of the vocational education development strategy in the coming period. Most experts agree that training human resources including vocational education plays a very important role. When raising the issue of strategic development, firstly, attention should be paid to the development of the core values ​​of human resources.

Currently, our country's vocational education and training system is a complete and unified system which will be an advantage to formulate a vocational education development strategy in the coming period. The first thing to build an effective vocational education strategy is to appreciate the current situation and position of vocational education today. It can be said that the current labor force is basically weak in vocational skills. To reach the level of ASEAN-4 countries this will be a challenge for vocational education in the coming period. Facing the 4th industrial revolution, the international integration of vocational and labor education, the vocational education system should be oriented to develop in an open, flexible and standardized manner with increasing competence in information technology application, strong institutional innovation,policies and improve foreign language skills for managers. In the period of 2021-2030, enterprises must play a major role in the development of vocational education. 

Speaking at the conclusion of the Workshop, Deputy Minister of Labor, Invalids and Social Affairs, Mr. Le Quan acknowledged the comments of domestic and foreign experts and managers at the Workshop. Demonstrate general unity in the orientation of vocational education development in the coming period. The Deputy Minister suggested that DVET should take specific steps and a well-planned plan to carry out the development of vocational education development strategy in the coming period. It is necessary to review and evaluate 10 years of implementation of the Vocational Education And Training Development Strategy for the period of 2011-2020, based on the practical situation of vocational education and training in order to have real objectives, solutions and roadmap show up.
