Firstly, many experts and international organizations recommend that Vietnam should pay special attention to the development of skilled workforce and vocational education development to meet the human resource requirements for economic development - society, especially in the context of the effects of the COVID-19 epidemic, the trend of automation, electronics, digitization, the impact of the Fourth Industrial Revolution and international integration. The Directive No. 24 of the Prime Minister dated May 28, 2020 recently confirmed this to take advantage of the golden population opportunity, contributing to improving labor productivity and increasing national competitiveness.

Secondly, the demand for manpower at the vocational education and training levels of the labor market is increasing, the government, the Ministry of Labor - Invalids and Social Affairs, the Ministry of Education and Training , localities are many mechanisms and policies on vocational guidance and channeling to double the size of vocational education in the next few years. This is clearly shown in Decision No. 522 dated May 14, 2018 approved the Project “Career guidance and student channel orientation in general education for the period of 2018-2020 and Decision No. 283 of February 19, 2020 approving the Scheme" Service sector restructuring plan by 2020, orientations to 2025”.
