From this issue, Solidarity Newspaper will publish a series on promoting the vocational education training model 9+ (after junior high school), a new career trend at the threshold of the life of young people today.



Lesson 1: Vocational education and training after 9th grade - why not?
At this time, students in grades 9 and 12 in many localities are busy preparing for exams to enter grade 10 and high school graduation exam, making college admissions records. How many of these students really want to go to higher levels of education, or are they just desires, the direction of parents. In fact, there are students who do not have enough ability to continue to go to high school, they really want to go to work early, but when expressing their aspirations, parents have "forced" them to follow the path of election.

Choose career for parents?

For example, in Hanoi before every recruitment season in grade 10, many parents scrambled to find schools for their children. Many people shared that, because they knew that their children could not enter public high schools, their parents chose their children to study in a private school suitable for their financial ability. When asked: Why not allow children to attend vocational training early so that they don't have to work hard for both children and parents, most parents said that by the end of grade 9, the children are still too young at the threshold of starting a career life; that their parents' wish is that they pass university, so that they will have more opportunities to find jobs later, at that time they will also be stronger and more mature.

The student's imposition of dreams and hobbies has long been a popular story in many families. In fact, even for high school graduates, it is not easy to convince them / their parents to choose an apprenticeship. Perhaps very few people agree that their 9th grade children will go to school to learn how to do manicure, hairdressing, cooking, car repair ... Because that choice is still beyond the imagination of parents.

Sharing this, Mr. Do Van Giang, Deputy Director of the Formal Training Department, DVET, MOLISA said: Each year Vietnam has about 1.2 million junior high school graduates, they are 4 main streams are directed to: Continuing to high school; study up to intermediate level; work while continuing to study high school according to continuing education programs; directly working for a living. Most of the provinces and cities have students continue to go to high school with a rate of more than 70%, even more than 80% local ... choosing vocational education and training flow is only a solution of very few students.

Mr. Giang said, since 2018, MOLISA has issued a dispatch on encouraging the training of college programs for junior high school graduates, in particular guiding intermediate schools, college researching, developing programs and groups. organize inter-collegiate college training program for junior high school graduates (called program 9+). “Training 9+ is the most time-saving way to get a suitable job. After 3 years of college program, the children have been able to enter the labor market, have a salary to cover their lives, save half the time compared to studying at high schools to study to higher levels ”- he Jiang stressed.

Trends of society

According to Mr. Vu Xuan Hung, Director of the Formal Training Department, DVET: Segmenting students after junior high school is a trend that many countries in the world are following. In many European countries, the proportion of post-secondary students participating in vocational education is high due to the demand for jobs and flexible inter-school education system. In addition, in some countries, the number of students aged 17 or 18 who cannot enter university or college but are not prepared for career skills, increases unemployment, creates difficulties for society. Therefore, after graduating from junior high school, these students, if trained in vocational education institutions, will save a great deal of budget and reduce the burden on society. Many countries are also diversifying types and forms of providing vocational education, creating favorable conditions for attracting vocational students.

In our country, stream of students after junior high school is an important policy to help reduce the waste of social resources and improve the quality of human resources. The goal is that by 2020, the stream flow after secondary school should reach 30% of students going to vocational schools. But now, this figure is only 15%.

According to experts, the revised Education Law passed in 2019 (effective from July 1, 2020) contains provisions affecting vocational training, streaming and linking in education. In particular, paving the way for junior high school graduates to learn vocational training combined with literacy education, eligible will transfer to higher levels.

Recognize the fact that the 9+ model has been implemented since the 1980s as a secondary school, but then subsided. About 5 years ago, the 9+ model is restarting. The form of "sprinting" of junior high school graduates and vocational secondary education in recent years has become an effective learning plan implemented in many localities. Participating in this program, students can both learn the culture to complete the high school program, and learn vocational intermediate, college. For students after grade 9 in the countryside, this is a shortening of the distance to establish a career and go to life. Meet young chefs in a number of hotels in Hanoi, known as giving up their studies, leaving home to help their families with farming, or join a freelance team, after two years of apprenticeship Intermediate-level cooking establishment, the children have got a stable job and a decent income.

Enrollment season 2020, secondary schools, colleges are busy enrollment, in which the target audience is junior high school students with career orientation. Some schools actively target this subject such as Thang Long Technology Intermediate School, Viet Xo Vocational College No. 1 - Ministry of Construction, Hanoi Mechanical and Electrical College ... with diverse and abundant training professions.

Currently, there are tens of thousands of students of grade 9 in both rural and urban areas facing the turning point of choosing to continue high school or vocational training to go to work early. The labor market demand is large, but the human resources are both insufficient and wasteful. The problem is how to make career guidance in secondary schools really true and winning, so that even when choosing vocational training, learners are assured and assured of output.
