The Prime Minister issued instructions to promote the development of skilled human resources

The Prime Minister requested the Ministry of Labor, Invalids and Social Affairs to propose a pilot college-level training program for junior high school graduates.



It is one of the contents of Directive 24 / CT-TTg dated May 28, 2020 on promoting the development of skilled labor force, contributing to improving labor productivity and national competitiveness in the new situation has just been issued by the Prime Minister.

In order to take advantage of the golden population opportunity, boost skilled workforce, especially highly skilled ones, in order to raise Vietnamese labor skills, contribute to improving labor productivity and national competitiveness. In the new situation, the Prime Minister asked ministries, branches and localities to concentrate on implementing some contents. Accordingly, continuing to effectively implement mechanisms and policies for vocational education and training development and human resource development for vocational skills. Enhancing digital transformation and online training, focusing on retraining and regularly training the labor force to create drastic changes in the scale, quality and effectiveness of vocational education and training. 

Ensure learners have professional skills, digital skills, soft skills, start-up and foreign languages, ... to adapt to the requirements of the labor market.
Striving to 2030, Vietnam's vocational education and training will reach the level of ASEAN-4 countries, and by 2045, reaching the level of G20 countries.



The Prime Minister issued instructions to promote the development of skilled human resources.

     To direct the review, organization and reorganization of the vocational education and training institution system according to the objectives set out in the resolutions of the Central Government and the Government. Quickly stabilize the organization, diversify investment resources, ensure raising the quality and operational efficiency of vocational training institutions after being reorganized or reorganized; promote the development of vocational education institutions with autonomy and effective operation.

 Strengthening the close cohesion of 3 "Houses": The State - Schools - Entrepreneurs in vocational education activities; encourage businesses to recognize, recruit, use, pay salaries and wages for employees based on professional skills and capacity; recruit and employ workers who have been trained or have national vocational skills certificates as prescribed.

          Focusing on the content of vocational education development, human resource development with occupational skills in sectoral, local development plans, programs, schemes, and projects; prioritize budget allocations for vocational education in the total state budget expenditure for education and training and in sector and local programs and projects; proactively attract and prioritize the use of ODA capital according to the provisions of law to invest in vocational education institutions, especially high-quality schools according to the approved plannings and key branches and trades.

        Proposal to pilot college-level training for junior high school graduates
      The Prime Minister also requested the Ministry of Labor, Invalids and Social Affairs to develop and submit to the competent authorities for promulgation a system of management and evaluation of occupational skills; formulating a scheme of digital transformation and online teaching in vocational education, a scheme to develop information technology application skills for the workforce.

      Strengthening the capacity of the national vocational skills evaluation, recognition and certification system; promote the vocational skills movement movement at all levels; research and pilot establishment of an occupational or occupational skill council.

      In addition, the Directive also sets out specific tasks for other ministries, branches and People's Committees of provinces and cities under the Central Government.
