The conditions for ensuring the quality of vocational education are strengthened and strengthened (continue to develop and issue standards in vocational education; the contingent of teachers and managers trained and fostered to meet the standards ...); quality training pilot implementation according to plan, completing pilot training of transfer program from Australia (100% of graduates have jobs and good and high income), continue to develop pilot training of high quality training programs transferred from Germany and prepare conditions for replication throughout the country;

The review, arrangement and planning of the vocational education institution network have been implemented in accordance with the roadmap and in line with the socio-economic development requirements of localities; completed the pilot autonomy at 03 colleges, and at the same time applied the mechanism at many qualified vocational education institutions; International cooperation in the field of vocational education continues to be expanded with many countries and international organizations. These important results have contributed to a 13-level increase in the vocational training quality index (102/141) at the World Economic Forum's 2019 Global Competitiveness Report (GCI 4.0) in 2019. In the 2016-2020 period, the state management apparatus for vocational education is organized and gradually strengthened to improve the effectiveness and efficiency of the state management in the field of vocational education from the central to local levels. . With a clearly defined organizational structure, functions, duties and responsibilities for state management, a synchronous institutional system has been created to create unity, throughout management, direction and real organization. show; promote the initiative and creativity of the ministries, branches and localities in the exercise of the powers and responsibilities assigned in state management of vocational education.

The propaganda and enrollment counseling have been strengthened through close coordination with more than 40 central and local press agencies, organizing conferences, admissions counseling days, and directions. ... In the period of 2016-2019, the whole country has recruited 8.8 million new vocational education, including: 788 thousand college level, 1.1 million intermediate level and 6.9 million elementary level and less than 3 months. In the 2016-2020 period, the country is estimated to enroll about 11 million people, including 2.4 million for college, intermediate and 8.6 million for elementary and under 3 months.

In addition to renewing and promoting consultancy and propaganda, regulations on joint training in the national education system, regulations on joint training with enterprises (enterprises can take care of 40% of the training program) has been issued, giving every student the opportunity to further study at higher levels and the involvement of businesses in more practical training.

Quality assurance conditions continue to be renewed and enhanced, contributing to improving the quality of vocational education and  training. In the 2016-2019 period, DVET advised and submitted to the Ministry to sign a decision to promulgate output standards for 210 industries and professions so that schools can serve as a basis for building and perfecting the training program. In addition, 6 curriculum and syllabus have been developed and issued; organized to build 12 sets of specialized English programs for international-level occupational groups.

In order to improve the quality of vocational education and training approaching the quality standards of the ASEAN region and the world, DVET reported to the Ministry to complete the transfer of 34 sets of training programs for 34 key international-level occupations (12 sets of chapters) programs from Australia and 22 sets of programs from the Federal Republic of Germany) and is conducting pilot training for approximately 2,000 college and graduate students to be granted 02 diplomas (Vietnamese and Australian college diplomas or Virtue).

Teachers and managers continue to be trained and fostered at home and abroad to meet the prescribed standards. The number of teachers at all levels increased over the years and increased the most in 2017 due to the merger of colleges and professional secondary schools into the vocational education system. As of 2018, the total number of teachers at vocational education institutions is 86,910, of which: educators in public vocational institutions are 58,795 (accounting for 67.6%), of which qualified teachers university level is 27,550, accounting for 31.7%, basically meeting the goal of developing a team of vocational educators who are sufficient in number, having moral qualities and professional responsibilities.
