It is necessary to increase the professional autonomy for private vocational education and training institutions

In the morning of 20/05/2020, in Hanoi, the delegator of Directorate of Vocational Education and Training (DVET) was led by Dr. Nguyen Hong Minh, Director General of DVET to work at Hanoi Polygtechnic College recruitment, training organization after COVID-19, joining the delegator of DVET also have heads of units under the DVET: Department of Organization and Personnel, Department of Teachers Affairs, Department of Legal Affairs - Inspection and DVET Office.

Attending the meeting, there were Mr. Bui Quang Thinh, Chairman of the Board of Directors, School board members, Advisors, officials of the school's departments.

Currently, Hanoi Polytechnic College is granted training registration with 15 vocational colleges, 07 intermediate vocational levels and 07 elementary occupations. The instutitions has strengths in Japanese and Korean training. In the two years of 2018 and 2019, the instutitions has recruited nearly 2,500 students. Attending the National Skills Competition in 2018, the institution has 01 first prize, taking the ASEAN Skills Exam in Thailand, the school won 01 bronze medal.

The institution has partnerships with many localities and businesses throughout the country. In early 2020, to implement well the prevention of COVID-19, the school seriously implemented the guidelines of the Government, the Ministry of Labor - Invalids and Social Affairs and DVET and People's Committee of Hanoi, to promote the application of information technology in administration, recruitment and online training. In addition, the school always pays attention to communication and recruitment, training and retraining teachers in the direction of standardization, developing training programs such as Japanese language training and Korean language training. In 2020, the institution will open new training professions such as Automotive Technology, Logistics, and Hotel Management.

Speaking at the meeting, Assoc. Prof. Dr. Duong Duc Lan, senior advisor on behalf of the school expressed his joy when the delegator of DVET visited and worked. Although the institution is a new private unit formed in 2018, the school is a strong private vocational education and traning institution, the institution has paid attention and paid attention to building facilities, developing teachers , renovating training programs, remuneration for teachers and school administrators. Taking the motto of sustainable development, improving the quality of training as a long-term development goal of the institution. The institution currently has strengths in Japanese and Korean training. In order for the private vocational training institutions to promote their capabilities and have good development opportunities, the school has made three recommendations on mechanisms and policies for private vocational education and training institutions:

- Well-managed private vocational education training institutions should be allowed to have professional autonomy under which teachers, programs, curricula and operation registration are autonomy but still ensure under state management.

- Regarding investment: For private vocational training institutions that are not funded by the state budget, it is also necessary to create conditions for access to international investment support, because investors, international partners are very interested in private vocational institutions.

- Regarding planning: DVET is interested in putting eligible private vocational training institutions into the list of developed schools into high quality schools in order to strive to become vocational education training institutions. world-class business.

Speaking at the meeting, Director General Nguyen Hong Minh highly appreciated and acknowledged the school's efforts in improving the quality of vocational education. Hanoi Polytechnic College has paid attention to investing in facilities, equipment, teaching staff, renovating training programs, actively participating and contributing achievements in the ASEAN Skills Competition 2018. In the long term, DVET suggested that the school research and develop a school development strategy, pay attention to invest for the school to develop in the direction of approaching the criteria of high-quality vocational schools, with training occupations approaching the regional standard regional and international. Enhancing the integration of vocational education and training  with businesses, training on orders, paying attention to fostering teachers, reasonable remuneration for teachers to feel secure, attached to the institution, promote applications information technology in renovating and improving school management efficiency.
