On December 3rd and 4th 2020, in Vinh Long Province, the General Directorate of Vocational Education and Training held the Seminar on the first-equipment-list and the kick-in meeting of the Project “Program of Skills and Knowledge for inclusive economic growth using ODA funded by Asian Development Bank (ADB). Attending and directing the meeting of the project were Mr. Le Tan Dung, Deputy Minister of Labor, Invalids and Social Affairs; Mr. Truong Anh Dung, Director General of the General Directorate of Vocational Education and Training; representatives of the subproject executing agency, the ADB sponsor, the ODA-funded VET Project Management Board, 16 schools participating in the Project and a number of news and press agencies.
The project's objective is to improve the training capacity and quality for 16 schools, including 14 high-quality colleges and 02 technical and pedagogical universities through synchronous investment in training equipment; Strengthen the participation of vulnerable groups and communities in VET through the Project's training activities. The project consists of 3 components, of which Component 1 and Component 3 are managed by the Ministry of Labor, Invalids and Social Affairs, Component 2 is managed by the Ministry of Industry and Trade.

Speaking at the opening ceremony and leading the meeting, Deputy Minister Le Tan Dung highly appreciated the donor's support to VET sector. At the same time, the Deputy Minister affirmed that the project "Program of skills and knowledge for inclusive economic growth" is one of the projects making an important contribution to the goal of the development of VET in the period 2021 - 2025. Deputy Minister assessed the kick-off meeting is extremely important to ensure the success of the Project in the future and direct the delegates to focus on a frank and open exchange, with responsibility to the success of the Project;
carefully discuss the coordination mechanism between stakeholders as well as the roles and responsibilities of each party to closely coordinate and having high consensus in each task to implement the Project in the right direction, following the provisions of Vietnamese law, the requirement of the sponsor and the project progress.

The representative of ADB Donor appreciated the efforts of the stakeholders in the preparation process, especially the drastic direction of the Ministry of Labor, Invalids and Social Affairs, the General Directorate of Vocational Education and Training, the determination of the ODA-funded VET Project Management Board; and also noted a number of issues in the project implementation process.

To conclude the meeting, Director General Truong Anh Dung assessed, this was an important meeting contributing to the success of the project implementation; during the meeting, the participants provide information and in-depth discuss with expertise. The Director General proposed 16 schools participating in the Project need actively allocate resources to improve the capacity of staffs and teachers and implement activities of Component 3; focus on financial planning, timely reporting; closely coordinate with the Management Board of VET ODA Project Management Unit in the process of bidding for concentrated procurement of equipment; clearly be aware of the roles, responsibilities, and coordinate well to implement the project effectively, to meet the approved schedule.
