The third consultation on developing strategy of Vocational Education & Training for the period 2021-2030

Developing Vocational Education & Training (VET) is one of the most important tasks contributing to improving the quality of human resources, increasing labor productivity and national competitiveness in the new context. That is the judgment given by the participants at the Consultation Workshop on the basic contents of the developing strategy of VET in the period 2021 - 2030, organized by the General Directorate of Vocational Education & Training (Ministry of Labor, Invalids and Social Affairs) on November 27th in Ca Mau province.

Mr. Le Quan, Chairman of the People's Committee of Ca Mau province attended the seminar with more than 200 delegates who are scientists, managers, businesses, representatives of VET institutions across the country and Deputy Director of the Innovation Program. Vietnam Vocational Training (GIZ) Britta van Erckellens (online attendance); Dr. Truong Anh Dung, Director General of the DVET attended and directed online from the headquarters of DVET.

Speaking at the seminar, Chairman Le Quan emphasized that VET is facing many challenges, of which, the challenge of the faculty is very difficult, requiring us to "remove" the mechanism for teachers to be closer to the labor market, they must provide training and fostering and preferential treatment to make them more active.

From the head office of the DVET, General Director Truong Anh Dung shared the difficulties of the VET institutions. At the same time, it is expected that this consultation, the participants will devote their dedication to analyze, evaluate and propose solutions to the outstanding problems of VET as well as solutions for development of the field in the future. "How do we have a developing strategy of VET that is the most worthy, as “a throughout chain”, serving as a basis and as a direction to promote the development of the VET system in the next 10 years" - Mr. Truong Anh Dung emphasized.

Report summarizing the basic content of the developing strategy of VET in the period 2021-2030, Director General of the Department of Planning and Finance, DVET Ms. Khuong Thi Nhan said, Draft Strategy for socio-economic development of Vietnam In the period of 2021-2030, the development orientation of the country in the next 10 years and the following years has been clearly stated: “Our country becomes a developing country with modern industry, belongs to the upper group of countries with income. average high in 2030 and become a developed country with high income by 2045”. Also according to the Draft Strategy, the Party still affirms, "continuing to develop and improve the quality of human resources, especially high-quality human resources, is one of the three strategic breakthroughs". These are also the basic premise for the Drafting Board of the developing strategy of VET in the period 2021-2030.

In fact, in ten years (2011-2020), vocational training and VET have developed quite strongly and comprehensively in terms of mechanisms, policies and implementation results. The developing strategy of VET for the period 2021-2030 states the goal of forming and developing an appropriate VET system in the direction of openness, flexibility, quality, efficiency, accessibility, fairness and sustainability. Create a strong change in the quality and efficiency of VET, especially high-quality training, ensuring to meet the needs of skilled human resources in terms of quantity, structure and quality for enterprises and labor market. associated with rapid labor structure shifting, contributing to improving labor productivity, quality of growth, and competitiveness of the economy in the context of Industrial 4.0 and international integration.

However, to achieve this goal, delegates said that it is necessary to synchronously implement many solutions, in which the solution: Ensuring the suitability, flexibility and openness of the system; Strengthening the linkage of VET with the labor market and sustainable jobs and management and quality assurance are breakthrough solutions.
