Which direction to develop human resource in Vocational Education & Training to meet the requirements of the wave of foreign investment shifting to Vietnam

On November 30th 2020, in Hanoi, the Subcommittee on Vocational Education & Training (VET) under the National Council for Education and Human Development held a Scientific Seminar with the topic "Human resource development in VET to meet the requirements of the wave of foreign investment shifting to Vietnam”. Dr. Truong Anh Dung, Director General of the General Directorate of Vocational Education and Training; members of the Sub-Committee on VET, experts on VET, managers at central and local levels and representatives of VET institutions attended the seminar.

Speaking to lead the seminar, Dr. Truong Anh Dung, Head of Subcommittee, Director General of DVET said: The World Economic Forum's Employment Future Report in October 2020 showed that Covid - 19 caused the global economic recession in 2020, creating a negative picture for the global labor market in the near future (the number of jobs lost will surpass the number of "jobs of the future" created) and the emergence of new jobs in the future (40% of surveyed firms said they would reduce their workforce due to technology integration, 94% of business leaders reported that they expect employees to acquire new skills, rises sharply from 65% in 2018), etc. skills shortages continue to increase as the demand for skills due to jobs changes over the next 5 years. According to employers, to 2025, the leading skills and skill sets include: critical thinking, analysis, problem solving, and personal management such as positive learning, recovery, work pressure and flexibility. A large number of corporate companies are also expected to change locations, value chains and workforce size due to factors outside of technology over the next five years. For Vietnam, our success in controlling the Covid-19 epidemic, coupled with its reform efforts, has made Vietnam more attractive in the eyes of foreign investors. However, the race to attract foreign investment inflows (FDI) from other countries in the region is creating unprecedented competitive pressure on us.

According to some economic experts, there are 5 areas that corporations tend to move into are information technology and high technology, supporting industries, electronic equipment, e-commerce and logistics, consumption and nature; in short-term, it is necessary to prepare the best conditions to welcome both the "eagle" and "sparrow" in accordance with the spirit of the Politburo's Resolution 50/NQ-TW of August 20th 2019 on the orientation of institutional improvement. policies, improving the quality and efficiency of foreign investment cooperation to 2030, such as stabilizing the economy, improving the appropriate business investment environment, etc., must have available land, good space in industrial zones. Especially, it is emphasized that there is a skilled labor force sufficient to supply both quantity, structure and quality, because other countries are also welcoming this shift.

Therefore, VET needs to prepare for actions, to develop skilled human resources, both contributing to cleaning the nest to welcome the eagle, taking advantage of the golden population opportunity, and adapting to Industrial 4.0, digital transformation and international integration contribute to increasing labor productivity and enhancing national competitiveness. This is the reason why organizing a scientific seminar is so important and meaningful today.


Overview of the seminar

At the Seminar, experts from Foreign Investment Department, Ministry of Planning and Investment (MPI); Vietnam Chamber of Commerce and Industry (VCCI); The Vietnam Electronics Business Association presented issues related to the current situation of the demand for human resources to meet the wave of FDI shifting to Vietnam; Vietnamese enterprises in the context of FDI shift need to clearly see the demand from investors; electronic enterprises in Vietnam in the context of FDI investment shift; Thereby, consider what VET needs to prepare, to contribute to the Government's policy of clearing the nest to welcome the eagles, exchanging and discussing, giving suitable directions for the development of VET to welcome more eagles in the coming time.

The seminar is considered an open forum to share experiences on issues related to human resource development in VET in order to improve institutions, policies and management in VET, contributing to meet the requirements of the wave of FDI shifts to Vietnam.


According to the plan, the Sub-Committee of VET will continue to hold other seminars in the next December with the topic: Breakthroughs in the development strategy of VET; together with the Taipei Business Association held a seminar on the topic: Connecting VET with businesses under the motto win - win.


The seminar is considered an open forum to share experiences on issues related to human resource development in VET in order to improve institutions, policies and management in VET, contributing to meet the requirements of the wave of FDI shifts to Vietnam.
