The Ministry of Education and Training (MOET) has issued a written approval for vocational education and training institutions to teach culture knowledge of secondary schools for junior secondary school graduates participating vocational education and training.

Over the past years, many students studying at colleges and vocational secondary schools have to study secondary education program at continuing education centers so that they can get secondary diploma and vocational diploma at the same time.

However, the problem is that students have to try to spend time and effort to move from vocational education and training to continuing education centers, affecting both apprenticeship and cultural learning.

According to Dr. Truong Anh Dung, Director General of the Directorate of Vocational Education and Training, the Ministry of Labor, Invalids and Social Affairs, learning both vocational skills and cultural subjects at the vocational education and training is a legitimate expectation of students. In addition, the capacity of many current continuing education centers can no longer meet the scale and quality of training general cultural knowledge for apprentices. This fact raises a requirement to find a solution for the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs to ensure benefits as well as create favorable conditions for learners.

As specified in the Document by MOET, the Ministry of Education and Training agreed to let vocational education and training which can ensure the contingent of teachers and administrators meeting requirements by the provisions of the Education Law 2019 will teach the amount of cultural knowledge of senior secondary schools for students with a junior secondary school diploma attending vocational secondary education and training.
