Proposal vocational education and training on amendment Labour Code

On 18th April in Hai Phong, the Directorate of Vocational Education and Training (DVET) cordinated with International Labour Organization (ILO), Programme “Reform of TVET in Vietnam” (GIZ) to organize a Conference Consultation of enterprises about reviewing and proposing regulations on vocational education and training, development occupational skill for employment on amendment Labor Code.

On 18th April in Hai Phong, the Directorate of Vocational Education and Training (DVET) cordinated with International Labour Organization (ILO), Programme “Reform of TVET in Vietnam” (GIZ) to organize a Conference Consultation of enterprises about reviewing and proposing regulations on vocational education and training, development occupational skill for employment on amendment Labor Code.

Mr. Dao Van Tien said: it is necessary to strengthen cooperation with enterprises and vocational education institutions to provide elementary level, intermediate level, diploma level. He said that DVET had a workshop to consult with development partners to propose contents of vocational training and vocational skills development in the amendment Labour Code. Accordingly, the DVET reviews and evaluates the contents of vocational education and training and vocational skills development. DVET coordinated with GIZ and ILO to organize a workshop with a number of businesses and vocational education institutions, the initial proposal on amendments to the contents of vocational training and vocational skills development in the amendment Labour Code.

At the workshop, delegates shared their experiences, gave opinions on some contents. According to Mr. Pham Tiem, Principal of Truong Hai Vocational College, the inclusion of the concept of vocational education and training in this amendment Labour Code should be agreed. Mr. Nguyen Viet Ha, Vice principal of Long Bien Vocational College, said that in this amendment Labour Code, there should be clear regulations on corporate responsibilities and rights to participate in vocational training.
Speaking at the workshop, Dr. Truong Anh Dung said: The field of vocational education and training has many relevant laws, namely the Labour Code, Education Law, Law on Vocational Education and Training. Concerning vocational education and training, developing skills for workers, the Labour Code stipulates 1 chapter. However, during the implementation process, new issues need to be amended and supplemented, especially in the context that the Ministry of Labour, Invalids and Social Affairs is developing a scheme to renovate and improve the quality of vocational training, which identifies three key breakthrough tasks are: Standardize the vocational education system, Autonomy for vocational training institutions and cooperation to businesses. Deputy Director General acknowledged the opinions and shared deep and valuable experiences from experts and expected in the coming time will be consulted and exchanged further from experts. The ultimate goal is to form a legal framework in the revised Labour Code to facilitate co-operative enterprises and institutions to contribute to improving the quality of vocational education and resolving work made for workers. In order to gather a lot of opinions from experts, teachers and workers..., on the website of the DVET, the draft of issues related to vocational education will be published in the draft Labour Code this time.
