On the morning of September 20, in Hanoi, the National Assembly Committee for Culture, Education, Youth, Adolescents and Children (the Committee) in collaboration with the Ministry of Labour, Invalids and Social Affairs held a Conference on Education 2019 with the topic “Developing vocational education in the context of growth model transformation and international integration”.

Attending the Conference were Mr. Uong Chu Luu, Vice Chairman of the National Assembly; Mr. Phan Thanh Binh, Chairman of the Committee; Ms. Nguyen Thi Ha, Deputy Minister of Labour - Invalids and Social Affairs (Minstry of Labour, Invalids and Social Affairs); over 200 delegates are leaders, former leaders of the Party and State; National Assembly deputies; representatives of a number of ministries and branches; international organizations; experts, scientists, educators, businesses and vocational institutions.

The workshop aims to provide a comprehensive and clear view of the current state of vocational education; focus on analyzing the causes of success as well as limiting the existence of the vocational education system; propose suitable, feasible and effective solutions for the development of vocational education in the coming period to meet the requirements of national development and international integration. The results of the workshop will contribute to providing the theoretical and practical basis for the National Assembly to implement the vocational education supervision and decision-making function.

Speaking at the opening of the Conference, Mr. Uong Chu Luu, Member of the Party Central Committee, Vice Chairman of the National Assembly affirmed that the Party and the State always considered development of education and training as a top national policy, investing in education was the first investment. Implementing the Party's Resolution on fundamental and comprehensive innovation in education and training, in 2014, the XIII National Assembly passed the Law on Vocational Education and Training with many important and breakthrough innovations such as consolidating qualifications educate; renovating training organization and management, policies for learners, teachers and vocational training institutions as well as supplementing and perfecting mechanisms and policies to encourage socialization, and enhance coordination, participation of enterprises and employers in training activities, associating training with labour market and social demands.

In the current context, in the constant movement and development of science - technology and human knowledge, especially in the face of globalization and internationalization - trends are both opportunities and challenge - vocational education in Vietnam needs to continue to innovate strongly to not only assume the responsibility of training and retraining human resources directly for production and business but also meet the requirements of competition. competition and international integration. From the success of the previous conferences, this year, the selection of the topic “Development of vocational education in the context of growth model transformation and international integration” is a topic that has a specific meaning. It is also practical, at the macroeconomic level, associated with policy-making activities, creating an important premise to perfect institutions and policies on training high-quality human resources, gradually meeting development requirements socio - economic.

Speaking at the workshop, Mr. Phan Thanh Binh, Chairman of the National Assembly Committee for Culture, Education, Youth, Adolescents and Children said that: Currently, there are 3 breakthroughs in national development, of which Human resources are in great demand. In this human resource, when our country is developing, skilled labor is extremely important. In 2014, the National Assembly approved the Law on Vocational Education, which came into effect in 2015. In 2017, the official document on vocational education management was confirmed and the Government assigned the Ministry of Labor, Invalids and Society manages this field. Since then, we have reorganized the text system, the apparatus ... However, to make it better in the coming time, it is clear that vocational education needs to be properly located and national strategy is needed. experts on vocational education development ... The workshop is an opportunity to clearly see the state of vocational education, thereby contributing to perfecting policies, perfecting management and tasks of human resource development. Hopefully, through the conference, experts and people in the same field will be gathered, creating common thoughts, resonating and developing vocational education ...

Presenting the report at the Workshop, Ms. Nguyen Thi Ha, Deputy Minister of Labor, Invalids and Social Affairs said, implementing Resolution No. 19-NQ / TW, by June 2019, the country had 1,917 vocational training institutions. Currently, the Ministry of Labor, Invalids and Social Affairs is working on a scheme to restructure and reorganize the vocational education institution system by 2030 in the direction of stratification of vocational education institutions 2017 to 2018, due to implementation of communication, student recruitment, awareness of people and society, there have been positive changes, so the enrollment result is better than in 2016, reaching more than 2.2 million people. / year, exceeding 100.2% to 100.5%. The vocational education system has been performing quite strongly and synchronously. Conditions to ensure the quality of vocational education are improved, step by step standardize and modernize. Occupational skills of graduates of vocational education institutions have been raised; over 80% of learners find a job or create a job right after graduation, in some occupations and some vocational institutions this rate reaches nearly 100%. high-quality training model according to international standards through transfer training programs; meet the requirements of high quality labor for the domestic labor market and for the overseas labor market. The strengthening of engagement with enterprises in organizing training and creating jobs for students and graduate students has initially gone into depth and effectively operated; 3-party coordination mechanism: Government - School - Enterprises start forming and operating quite well in practice.

At the seminar, the delegates raised views, trends in vocational education development in the world and lessons learned for Vietnam; analyzing the system of policies, laws and requirements for improving the quality of vocational training institutions; analyze and clarify the requirements and challenges for vocational education in the context of rapid and unpredictable fluctuations of the labor market and employment under the impact of the scientific and technical revolution. ; renovating vocational education, ensuring the quality of vocational training in the context of international integration ...
