Minister Pham Thi Hai Chuyen makes a visit to 2rd Military Region’s Command Headquarter and Vocational College No 2 Ministry of National Defense

On 21/11/2015, in Phu Tho and Vinh Phuc province, Minister of Labour – Invalids and Social Affairs Pham Thi Hai Chuyen made a visit to 2rd Military Region and Vocational College No 2 Ministry of National Defense. Other members in visiting group includes Director General of General Directorate of Vocational Training; Director of Department of Financial Planning, Deputy Chief of Office of Ministry of Labour – Invalids and Social Affairs; Chief of Office of General Directorate of Vocational Training

At 2rd Military Region, Major General Ngo Van Hung, the Military Region’s Deputy Commander along with other generals, officers has welcomed the delegation. Major General Ngo Xuan Hung has provided information of political duties of the Military Region and remarkable results in combat training activities and involvement in socio-economic development, poverty reduction, defense of national borders and other international duties. Delivering a speech at the meeting, Minister Pham Thi Hai Chuyen expressed appreciation for military units. Appreciating the significance and military duties of 2rd Military Region; on cooperation with the sector of Labour – Invalids and Social Affair in poverty reduction; especially for people of ethnic minority living in border area where the Military Region is based. The Ministry has expressed sincere gratitude for cooperation with the sector of Labour – Invalids and Social Affairs in implementing sector’s duty, especially with regard to the activities of poverty reduction and implementing policies towards people with revolutionary contribution; finding soldiers’ remains in Laos.

On the occasion of Vietnamese teachers’ day 20/11, the Minister and delegation also visited Vocational College No 2 Ministry of National Defense (an organization of 2rd Military Region).
Senior Colonel Nguyen Ngoc Long – principal of the school has summarized the organizational structure, operation of the school; Vocational College No 2 was founded in 2012 from a vocational school. Since 2013 until now, the school has provided training for 12,180 students, in which vocational college level has 330 students, secondary vocational school level has 820 students, primary vocational level has 10,991 students; The school has attracted 30% of discharged soldiers to study at the school (in which 60% are ethnic minority students); In 2015 the school has enrolled 4,486 students. Currently the school is providing training in 3 professions namely: Automobile technology, Information technology, industrial electricity; 6 professions in vocational secondary level; 14 professions in vocational primary level. The school is the recipient of ODA project funded by Austrian Government worth 2 million EURO. Training equipments are efficiently utilized: 80% of graduates obtain a job immediately after graduation; nearly 500 students go to work overseas to countries such as: South Korea, Japan, Taiwan. Principal of the school suggested adding Vocational College No 2 into list of schools where investment with the aim of transforming into high quality schools will be focused; the school is allowed to participate in human resource training for Northern provinces, especially vocational training for ethnic minority youth; teachers and managerial staff will be imparted further training.

During the meeting, Mr. Duong Duc Lan, Director General of General Directorate of Vocational Training, has provided further information on formation and development of the school; school’s recommendations on selection and development of high quality schools and direction for development of high quality schools according to Vocational Education Law; information of on-campus training for people of ethnic minority; training for domestic and foreign teachers.

Concluding the speech with key staff of the school, Minister Pham Thi Hai Chuyen expressed the joy of being able to visit the school and delivered the best wishes to the school’s teachers on the occasion of 20/11. The Minister also stressed: Vocational College No 2 that is part of 2rd Military Region plays important role in training human resource for industrial zones in the area and training human resource for Northern ethnic minority-area. Though number of staff in the school is not large in quantity and the school has only 3 facilities; despite young age, but under leadership of Military Region, professional guidance by General Directorate of Vocational Training, the coordination between Vinh Phuc province’s and Phu Tho province’s Department of  Labour – Invalids and Social Affairs, the school has made great attempts in building infrastructure and providing training; focusing on provision of training for discharged soldiers to help them earn a job after completion of military service. The Minister praised the school’s efforts and attempts in overcoming initial difficulties to achieve development. The Minister also provided direction that the school needs to continue focusing on enrollment rate in vocational college level and attract more discharged soldiers into vocational training. Improving education quality to meet the demand from labor market; training should be integrated with actual requirements from the enterprise. There is a need to develop an enterprise-relation division to help the school understand enterprises’ needs and help to seek employment for learners after graduation. Focus on improvement of training quality including vocational skill, language qualification to better prepare human resource for ASEAN and global integration in order to increase national competitiveness. Continue to involve in providing training for the purpose of labor export, develop residential facilities to facilitate the training for people of ethnic minority. Implement training for particularly-focused professions; focus investment on facilities and teachers in particularly-focused professions. Develop existing infrastructure and implement school’s orientation for development in a good manner so as to increase the likelihood of the school being selected into the list of schools with focused investment to transform into high quality training institutions. The Ministry also asked General Directorate of Vocational Training, other units to provide support for the school’s comprehensive development so that the school can contribute to human resource training for the enterprises; industrial zones in the area and human resource training for ethnic minority people in Northwest region.
