Project 1956 – looking back 6 years: Lesson 3: Duplication of good models

(Dai bieu nhan dan Newspaper) Nearly 6 years of implementation, Project 1956, though faced with a considerable number of difficulties, has seen the appearances of many initiatives, creative executions at local level. National Steering Committee on Project 1956 asserts the model will be duplicated to produce the best effectiveness for farmers.

According to the report summarizing 5 years implementation of Project 1956 (2010-2014), out of nearly 2.2 million countryside laborers who received vocational training, 1.9 million people have completed their training courses. In which over 1.5 million people earned a job after receiving vocational training, accounts for 78.7% - 8.7% larger than the Project’s target. Local statistics shows that, nearly 60,000 poor households had their member take part in vocational training, earned an employment and escaped poverty, this accounts for 24.5% of total poor household participating in vocational training; over 98,000 households had member participate in vocational training, earned a job, had an income higher than local average income (became upper-average household), accounts for 4.5% of total countryside farmers participating in vocational training.
Many good performances
Our business trip shows that, despite economic difficulty, budget constraint, many localities have mobilized all resources to implement Project 1956 most effectively. People’s Council of Quang Tri province has issued a Resolution on providing 50% capital for trained laborers who have demand for loan for development. As the result, the number of laborers taking part in vocational training who have set up their businesses is larger than bordering localities with 12,296/17,150 trained laborers.
Thua Thien Hue chose to link localities with training institutions and business units in organizing vocational training, creating jobs for rural labor. This province has made effective connection with enterprises that was indicated by more than 85% learners having a job after completion of training courses. Especially, the proportion of non-agricultural jobs in Thua Thien Hue accounts for 81% in a total of 20,000 laborers.
 More noticeably, majority of laborers have become better aware of vocational training objectives: the perspective of many people changed from learning due to movement, learning to receive meal allowance, learning to know to learning for subsistence, production and seeking job. Most localities stay compliant with the motto “training given only after becoming aware of job and income after completion of vocational training”, do not pursue numbers, targets. It can be said that the effectiveness of Project 1956 has become increasingly obvious with the emergence of many creative, effective models.

Vocational training in line with local demand
However, implementation of Project 1956 from now to 2020 faces many challenges, especially consumption of products consumed by farmers and job opportunities for farmers after completion of  training courses. Investment is widespread, determining the list of professions for training, including agricultural job in many localities, does not come from agricultural production planning. Supporting policies for Project 1956 does not concentrate on resources and management which results in dispersal, overlap of beneficiaries. The number of countryside laborers who have completed vocational training and received loan from National Fund for employment is still very limited. Therefore, the result is not as desirable.
In order to deal with this situation, National Steering Committee on Project 1956 has proposed solutions to raise the quality and effectiveness of the Project. Accordingly, localities conduct a review of portfolio of professions for vocational training that are in alignment with labor force development planning, in order to better meet the needs of economic-social development and new rural development. At the same time promote dissemination of information and consulting of vocational training for farmers; duplicate good initiatives, effective models; reasonable allocation of equipments used for vocational training between places that are lacking and places that have a surplus of equipments in order to minimize inefficiency. Promote training, technical training to increase productivity and effectiveness of agricultural jobs; particular focus should be placed upon non-agricultural jobs to intensify transition of rural labor structure; create close linkage with enterprises and facilitate enterprises’ involvement in vocational training. Ministries, branches, localities need to actively find sustainable outlet for consumption of farmers’ products.
Vietnam Bank for Social Policies – a member of National Steering Committee said, there is a need for increased annual funding of 1,000 billion VND for National Fund for Employment using state budget. General Director of Vietnam Bank for Social Policies Duong Quyet Thang said, forthcoming the bank will discuss the plan to step up mobilization and lending for the purpose of job creation in order to address the thirst of loans for farmers, helping Project 1956 to achieve optimal effectiveness.
(Objective of Project 1956 during the period of 2016 – 2020: Provide vocational training for 5,500,000 rural laborers, the number of people who receive vocational training at primary level and with duration of under 3 months according to this Project’s policy is 3,200,000. After training, up to 80% of learners have a new job or continue with current job with better productivity and income)
