Project 1956 – looking back 6 years: Lesson 1: Borrowed money is not as good as skill

(Đại Biểu Nhân Dân Newspaper) Nearly 2.2 million people receive vocational training, in which 78.7% have jobs – 8.7% larger than the target. The outcome of vocational training for countryside laborers (as known as Project 1956) has demonstrated that vocational training for countryside laborers is necessary. Joint-efforts of whole political system will untangle current problems and efficiency, quality of Project 1956 will be likely to increase.

From central region, travel along Ho Chi Minh road, we arrived at Southeast region, then came back to Northwest and Northeast region…everywhere we saw the legacies of Project 1956 left on paddy fields, factories or farmers’ houses. Coming to farmers’ houses and listening to the their stories of success due to “being trained”, we really appreciate the impact this Project brought about.
Thriving of agricultural job
Witness the model of 3 ecological levels (raising poultry on the ground and a combination of fishing and rice farming) at the house of mr. Pham Dinh Can who is living in Phu Luong A, Quang Thanh commune, Quang Dien commune, Thua Thien Hue, we really appreciated the saying “borrowed money is not as good as skill”
After discharge from the army, mr. Can returned to his hometown and earned a living with multiple jobs but still unable to completely eradicate the clinging poverty. Raising pigs, chickens suffered from epidemic which resulted in total loss; rice farming was subject to volatility of the weather, in some years he suffered losses, in other years he experienced good yielding…In 2010, nearly reaching the age of 60, mr. Can participated in training course on raising chicken, duck organized by Project 1956. At first, he thought “participate for fun because there was no spending on tuition fee, gasoline…”. After 3 consecutive months of study, in which theories were taught at night while practices occurred in daylight, he learned many lessons and came to understand why he failed the practices of raising poultry and farming. For example, raising chicken required 10 disease-preventive injections. So did duck raising as raising techniques were required since incubation. Currently, his family is raising frog, chicken, duck, pig combined with rice farming, annual earning per year is over 80 million VND.
Living in the same commune as mr. Can, mr. Nguyen Dinh Dinh made annual earning of 300 million VND (in which profit made up 60%) from growing safe vegetables in an area of 1.86 hecta. “Previously I grew vegetables because I saw other people do so, but due to technical errors, the earning is not sufficient”, he said. Thank to short-term courses in people’s committee building or in the field organized as part of Project 1956, the harvest of his vegetables has increased 2-3 folds, and quality is “no need to discuss, totally safe”.
Saying farewell to diligent, creative farmers in Quang Thanh, we could never forget sparkling smiles of those farmers when they showed us achievements brought about by Project 1956: a flock of ducks flying in the air, pleasantly green paddy fields, a flock of healthy, puffy pigs ready for sale…along with his sharing: “If I did not receive vocational training, how can I learn to cure chickens, ducks so that I can earn more than enough for our living”. Project 1956 has given them a job to live on, a job to monetarily enrich themselves which eventually contributes to increasing incomes to 25 million VND/person/year for farmers living in Quang Thanh.
In the southeast, from paddy fields to textile factories of different sizes, the impact of Project 1956 is imprinted in every house. Farmers from provinces like Long An, Tien Giang or Vinh Long, people with land, pond in hand involved in training courses of poultry raising, farming, in square time they also did basket weaving…; young people opted to study sewing and later worked for export textile companies operating in localities; men chose fields of study such as welding, electrical, automobile engineering for purpose of opening their own workshop or worked for industrial zones. All seems to be flowing along the wave of Project 1956, then flowing with the wave of integration that permeates every niche of life.

Emergence of non-agricultural job
Taking advantage of many companies’ locating in the province, Thai Nguyen province has actively connected these companies with implementation of Scheme 1956 in order to bring more job opportunities for its citizens. Director of  Thai Nguyen’ Department of Labour, Invalids and Social Affairs said, many companies recruited labor via vocational schools, province’s employment service center. For example, nearly half of 1,100 workers at Investment Corporation and Trading TNG are children of farmers who were imparted training on sewing techniques as part of Project 1956.
Nong Thi Kieu Lan, a new worker at TNG shared with us: “What I learned from sewing course in my hometown Bac Kan helps me confidently take on simple production tasks in the company. Working in a comfortable, earning a salary of 4.5 million per month, receiving package of social insurance, health insurance to secure pension after retirement ….is a luck for a high school graduate like me”.
Hoa Binh – one of four provinces with smallest population of Kinh ethnic group, also a capital for Muong ethnic group, people here live on agricultural work. After implementation of Project 1956, Hoa Binh has built many non-agricultural professions such as welding, sewing, mechanics, cooling….These professions have become well-developed, trained laborers earned a job immediately after graduation. Especially, Project 1956 has created a new job for Hoa Binh – tour guide – which is absolutely refreshing for people in this Northwest gateway.
However, across the country, Scheme 1956 is not successful everywhere as desired. Many farmers remain untrained, many schools are well-equipped but unable to recruit learners, many trained laborers are unable to earn a living with their learning or can not earn a sustainable living with their profession.
