Approval the planning of network of employment service centers for the period 2016-2025

(Molisa.gov.vn) Prime minister has issued a decision No 1833/ QĐ-TTg approving planning of network of employment service centers for the period of 2016-2025. Accordingly, employment service centers will be located in: 24 centers in Northern midlands and mountainous; 37 centers in Red River Delta; 30 centers in North Central Coast and Central Coast; 5 centers in Central Highlands region;  14 centers Southeast region; 21 centers in Mekong Delta region. From now to 2025, the number of employment service center will not be increased.

The decision also sets an objective for the year 2020, in which 100% laborers who visit the center will receive consultation on jobs and vocational training; 70% of laborers were recommended and successfully linked to the job; at the same being able to meet 50% recruitment demand of employers.
In terms of system organization and management, the Decision clearly states: solidifying the system of employment service centers to increase information sharing, amplify the linkage of labor supply-demand in order to fully support employees and employers, increase employment opportunities for the laborers in the context of regional and global integration. Additionally, complete legal regulations on Employment service center; policies of recruitment, usage and working conditions for workforce involved in employment service sector. At the same time, promote the implementation of self-financing mechanism; government budget will provide funding for a specific number of activities that have no return as specified in regulation; use unemployment insurance to organize the implementation of social insurance policies.
According to the decision, the government will selectively invest in Employment Service Centers; poor provinces without ability to control provincial budget will be prioritized; concurrently mobilize funding from other accounts receivable to make focused investment; synchronize Employment service centers in accordance with the law; contribute to improving operation effectiveness and gradually complete information system of labor market. In addition to that, provide training to increase capability for workforce involved in employment service sector in order to better meet the increasingly rigorous demand of labor market for regional and global integration; standardize workforce involved in employment service center by taking part in skill competition to gain national skill certificate. At the same time, enhance application of information technology to ensure linkage between Employment service centers, enterprises and training institutions by hiring information technology for service supply; diversify the forms, methods and increase sharing of information on labor market to meet recruitment and job-seeking demands; forecast and train workforce for labor market.
